- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, 13 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is W9114F-09-T-0117 and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-36, effective 11 Aug 2009 and DCN 20090729. This acquisition is Unrestricted. This will be a low price technically acceptable (LPTA) award. The following provisions apply to this acquisition: FAR 52.211-6, Brand Name or Equal; 52.212-1, Instructions to Offerors-Commercial, with addenda: paragraphs (a), (h) and (i) of this provision do not apply; and (c) change 30 to 60. 52.212-2, Evaluations-Commercial Items, with addenda: paragraph (a) is filled in with: (1) Technical Capability; Subfactor (i) Must meet specifications as described in CLIN 0001 and be capable of processing 72-90 images per hour and be DICOM3.0 Compliant; Subfactor (ii) Must include equipment referenced in CLIN 0001; Subfactor (iii) Must be able to provide installation and training at OCONUS Germany destination; and (2) Price. Technical Capability is equal to price. If any one technical subfactor is rated unacceptable, then your quote will no longer be considered for award. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Europe Regional Contracting Office (ERCO), Landstuhl, Germany intends to award a Firm Fixed Price Purchase Order for a Brand Name or Equal CR Radiographic System. Equipment provided as equals must meet the salient physical, functional, or performance characteristics of the VERTXS-COM System. All equipment shall be new with manufacturers warranty. Required Delivery Date 60 days after receipt of order. Refurbished units will not be considered. Equal brands quoted must meet the requirements in FAR 52.211-6 and furnish all applicable information with the quotation. The following Contract Line Items (CLINS) are applicable to this requirement. CLIN 0001, CR Radiographic System, VERTXS/MinXray/iCRco CR Radiographic System; 220V/50Hz; Vertical-mounted Computed Radiographic (CR) imaging system which can be mounted to the MinXray XGS Gas Spring Stand with a MinXray Power Plus portable x-ray unit resulting in a complete deployable radiographic system on wheels. Incorporates a True flat scan path which eliminates the use of rollers to transport the phosphor plate across the scan head, resulting in an artifact-free image. Capable of processing 72-90 images per hour and DICOM3.0 Compliant. System includes: 1 Each, Scanner; 1 Each, desk top computer; 1 Each, QPC Vet software; 2 Each, 14 x 17 inch cassettes, 2 Each, 10 x 12 inch cassettes, 100 Each, CDs with envelopes, 1 Each, 19 inch flat panel monitor, 1 Each, floor stand, 1 Each, 14 x 17 inch Grid and 1 Each 10 x 12 inch Grid.
