Description
The United States Government seeks Expressions of Interest for leased office space in Norwich, Connecticut. SQUARE FOOTAGE: The Government is seeking leased office space to be occupied by the Government. The space may be in a single tenant or multi-tenant building. The space offered must consist of approximately 5,778 rentable square feet in Norwich, Connecticut. The space must yield at a minimum approximately 5,024 ANSI/BOMA usable square feet. The space must be contiguous on a single floor. If the offered space is not on the first floor, it must be accessed by two elevators. The offered space must meet Government requirements for Fire and Safety and Handicapped Accessibility. Consideration shall be based on the area profile, location, and proposed security precautions if the location would be utilized. PARKING: The Government will require one (1) reserved surface parking space for government use. The Government also a requests parking within a two block radius to support approximately twenty-one (21) people. TERM: The proposed lease is for ten (10) years, seven (7) years firm, and shall be fully serviced. OCCUPANCY: Space must be ready for occupancy no later than December 1, 2010. DELINEATED AREA: The ideal location is the Norwich CBD, specifically the area bounded by: North - Route 12 and Roath street to Broad Street to Route 2 (Washington street) to Sachem Street to Sherman Street to Asylum Street to State Street to the New London Turnpike West - New London Turnpike to Old Salem Road to the Northern side of Route 82 (Salem Turnpike) to the Interstate 3295 and Route 82 interchange South - Southern side of Route 82 (Salem Turnpike/West Main Street) to Chelsea Harbor Drive and Shetucket River to Route 12 and Park street East - Route 12/Park Street to Route 12 and Roath Street SOLICITATION: The Government will conduct a submission and evaluation process for the lease of the building. The Government will invite those qualifying to compete to submit lease proposals reflective of the turn key fit out required and reflective of a full service lease. EXPRESSIONS OF INTEREST: Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): • Building name and address • Legal property description, recent survey, and property identification numbers (PIN) • Location of space in the building and the date it will be available • One-eighth inch scale drawing of space offered • ANSI/BOMA defined office area/useable square feet (USF) • Rentable Square Feet (RSF) offered and the rental rate per square foot, specifying services, utilities, and tenant improvement allowance included • Common Area Factor used to determine the RSF • Standard work letter offered based upon the term set forth above. • Name, address, telephone number, and email address of the authorized contact • In cases where an agent is representing multiple ownership entities, written acknowledgement and permission to represent multiple owners for the same submission In no event shall the Offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal agency other than the General Services Administration (GSA) Contracting Officer or their authorized broker representative, New England Property Advisors serving as a subcontractor to the prime brokerage representative, CB Richard Ellis.
