Description
RECOVERY ACT PROJECT: NOAA's Marine Engineering Division has a requirement for dry dock repairs to the NOAA ship MCARTHUR II. The contractor shall provide all facilities, supervision, material, and labor necessary to perform modifications, repairs, and preservation to the NOAA ship MCARTHUR II. The mooring and dry docking shall be accomplished at the contractor's facility. Performance of work is tentatively scheduled to begin in mid November 2009 and be completed no later than the middle of March 2010, with specific period of performance dates to be announced at the time of the issuance of the solicitation. This project will be executed utilizing American Recovery and Reinvestment Act of 2009 (ARRA) funding. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 336611 and the size standard is 1,000 employees. The work consists of approximately 12 basic items, and 9 option items, any of which are subject to change at the Government's discretion upon issuance of the solicitation. BASIC REQUIREMENTS may include, but are not limited to: General Requirements for Work and Temporary Services; Provide ABS Inspection Assistance; Accomplish Main Propulsion Generator Engine Top End Overhauls; Accomplish Dry Docking and Undocking; Accomplish Underwater Body and Equipment Inspection; Accomplish Underwater Body Preservation; Inspect and Repair Ground Tackle; Repair Sea Valves; Clean and Polish Propellers; Inspect and Repair Rudders; Replace Hill Zincs; and Accomplish Tail Shaft Survey. OPTION REQUIREMENTS may include, but are not limited to: Blast and Preserve Ballast Tanks; Blast and Preserve Winch Deck; Blast and Preserve Aft Working Deck (Main); Overhaul Allied Rescue Boat Davit; Replace Intake Ventilation Duct; Replace Fuel and Ballast Tank Vent Valves; Blast and Preserve Freeboard; Replace Port Shaft Seal; and Additional Government Requirements. General Vessel specifications: Length (LOA): 224 ft.; Breadth 43 ft.; Draft 15.0 ft.; and Displacement: 2,301 tons. It is anticipated the vessel will be available for pre-bid inspection in San Diego, CA on 5-6 October 2009. A pre-bid inspection can be arranged by contacting the Contract Specialist at the e-mail address provided below. All responsible and fully responsive sources may submit a bid which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price contract.
