- This requirement was originally synopsized using solicitation number W917PM-09-R-0109 on 12 July 2009. The RFP was posted 12 August 2009 using solicitation number W917PM-09-R-0111. The purpose of this synopsis is to ensure that the contractor community is aware that this requirement had already been synopsized. The title of this requirement is Design and Construction of ANA Regional Military Training Center Base Infrastructure, Shindand, Afghanistan. The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm-Fixed Price contract for the design/construction of ANA Regional Military Training Center Base Infrastructure new facilities to be located at Shindand, Afghanistan. The contract is for the base infrastructure, living quarters and other additional infrastructure to include student and staff areas/offices/classrooms, dining facility, and all associated support infrastructure to include, but not limited to, generators, electrical system and distribution, water well, water system and distribution, and sewer system. The work within this contract shall meet and be constructed in accordance with current U.S. design and building codes, safety and security standards. Shindand is located in Heart Province, far west Afghanistan. Several roads and many paths cross through the project site. This project is defined as the management, planning, design, material, labor, and equipment, to site adapt and construct all utilities, vehicular access, buildings, force protection measures, site security, de-mining activities, and other features as referenced within the statement of work. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection and security standards. A partial listing of references is: IBC, International Building Codes 2006 NFPA 101, Life Safety Codes UFC 4-010-01, DoD Minimum Anti-Terrorism Standards for Buildings. RFP W917PM-09-R-0111 released on 12 August 2009. The proposal due date is 12 September 2009. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulation (FAR) Part 15. The estimated price range of this requirement is between $25,000,000.00 and $50,000,000.00.
