Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- 09-Guatemala AFIS is a Request for Proposal (RFP). The Government intends to award a firm, fixed price contract. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors – Commercial Items, FAR 52.212-3, Offeror Representation and Certifications – Commercial Items, FAR 52.212-4 Contract Terms and Conditions – Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. The following provides the specifications: GUATEMALA AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (AFIS) 1.Background In 1996, the Guatemalan National Civil Police, at that time the agency responsible for fingerprint records, procured an AFIS with a storage capability of 250,000 fingerprints. The system, which is currently still in operation, no longer meets the technical requirements to conduct effective criminal investigations in the country. It also has 57,000 card-printed fingerprint records collected over the last five years and filed under the Henry classification. These records need to be converted to the new system in order to populate the database. Criminal activity has expanded beyond the borders of the country and become a transnational issue; therefore, an integrated and inter-operational tool for biometric identification is required to enable the various law enforcement agencies within the justice system to contribute as effectively and efficiently as possible in the fight against organized crime and in the exchange of information with other countries in the region prior to assuming the responsibilities and challenges posed by the Merida Plan. Toward the proposed objectives, all Guatemalan Government (GOG) agencies involved in criminal investigation should be equipped with tools integrated into a database to achieve better results. 2.Overall objective To provide the GOG with an automated system for accurate biometric-based identification of people in order to strengthen criminal investigations. 2.1 Specific Objectives 2.1.1To integrate information from all GOG security agencies that require the identification of people, such as the Ministry of Government (through the National Civilian Police, the Prison System,), the Public Ministry, the Guatemala National Institute of Forensic Science (INACIF) and the Ministry of Defense (Office General of Weapons and Ammunitions Control – DIGECAM), by strengthening and updating the operation of biometric-based identification of people to contribute to the fight against crime. 2.1.2To have a nation-wide database of citizen and criminal information for the biometric-based identification of people. 2.1.3To provide the country with the technology required for the analysis of latent fingerprints collected at crime scenes and its subsequent identification through comparison against a national database. 2.1.4To provide, through the automated system for fingerprint identification, the tools required to identify the existing prison population and to validate the personal data provided by new admittances and re-admittances. 2.1.5To promote an international exchange of data to identify those involved in organized crime activities. 3.OVERALL SPECIFICATIONS 3.1Definition AFIS (automated fingerprint identification system) will serve as Guatemala’s national fingerprint identification repository, consisting of a database of prints scanned from ink-based cards as well as newly-scanned biometrics records. The system will compare latent prints taken from crime scenes against this database to allow for their subsequent identification. The automated system will integrate data from various agencies of the justice sector which will be able to input, consult and analyze the information contained in the database. 3.2Operational Specifications 3.2.1Each institution involved will play a specific role : 3.2.1.1Ministry of Government 3.2.1.1.1National Civilian Police •Implementation of the citizen and criminal database oCollect fingerprints and palm prints of people retained at the 24-hour Courts, as ordered by the Judge (approximately 77 persons per day) oEnter data into the police database (25,000 per year) oEnter data into the private security database (15,000 in a two-year period) oConsult information for the identification of people 3.2.1.1.2Prison System •Collect print data from prisoners currently within the system (actually 10,0000 persons with a 10,000-people annual increase) •Consult the database in order to identify visitors to prison centers. 3.2.1.2Guatemala National Institute of Forensic Science – INACIF: •Enter fingerprints collected from corpses (about 17 corpses per day) •Check and identify latent prints, finger and palm prints (10 daily cases), which are part of the criminal database •Contribute to the implementation of the criminal database •Prepare reports on the identification of people 3.2.1.3Public Ministry: •Consult the citizen and criminal databases in order to identify people 3.2.1.4Ministry of Defense: 3.2.1.4.1General Office of Weapons and Ammunitions Control (DIGECAM) •Contribute to the collection of fingerprints for the citizen database (250 daily persons) •Consult the citizen and criminal databases in order to identify people •Provide electronic reports to the pertinent agencies in case a match is found. 3.3Operational requirements •Capable of supporting the following record formats: Electronic Fingerprint Transmission System (EFTS) v7.1 INTERPOL implementation of the ANSI/NIST-ITL 1-2007 v5.0.(INT-I v5.0) •Print-type search capability of latent prints, finger and palm prints with the following search parameters: Fingerprints / fingerprints Unsolved fingerprints/ latent prints Latent prints / fingerprints Latent prints / unsolved latent prints Palm print/ palm print Unsolved palm prints / latent palm prints Latent palm prints / palm prints Latent palm prints / unsolved latent palm prints AFIS searchable by biometric or biographic data •Database capacity: Two year projection for one million (1,000,000) finger print records, one hundred thousand (100,000) palm print records, and 50,000 (fifty thousand) latent prints with the capacity for further expansion in the future as dictated by Guatemalan needs. • DescriptionAmount Migration of fingerprints from the former AFIS to the new system250,000 Migration of latent prints from the former AFIS to the new system13,000 Conversion of fingerprint paper cards from the last five years to the system57,000 •System expected availability: 24 hours/day x 7 days /week x 52 weeks /year •System accuracy requirement: 99% •Latent accuracy requirement: 85% •Initial daily search capability: Fingerprints = 5280 records Latent prints = 100 searches Palm prints = 40 searches •Response time requirement: Fingerprints = 2 minutes per search Latent prints = 15 minutes per search Palm print = 15 minutes per search •Supports digital images attached to fingerprint records. Capable of generating EFTS v7.1 record files to be exported. Each remote terminal will require user authentication and will support an inactivity timeout capability. Each remote data terminal will be outfitted with a flatbed card scan device and a live scan device, both of which are FBI certified. Each remote data terminal will have a digital camera (ten mega pixel minimum) with an AC power adapter. Each remote data terminal will have an FBI certified printer. Each remote data terminal will have its own Universal Power Supply that is capable of powering the CPU and the supporting peripheral equipment. 3.4.2 Portable Remote Data Terminal The portable remote data terminal will consist of a ruggedized laptop that is capable of formatting and submitting single print and ten print fingerprint and latent transactions to the AFIS. Each portable remote data terminal will require user authentication and will support an inactivity timeout capability. Each laptop will be outfitted with a live scan device that is capable of acquiring single finger and ten print fingerprint images. Each laptop will have a digital camera (ten mega pixel minimum) with an AC power adapter. Each laptop suite will have a surge protector power strip capable of supporting the laptop and the supporting peripheral equipment. Each portable remote data terminal suite will include a carrying case capable of storing the laptop, live scan device, camera, telecommunications cables, and power strip. The contractor shall provide a per unit price for the potential provision of similarly equipped, additional remote and portable remote data terminals. 3.4.4 Installation Locations of Remote Data Entry/Query Terminals The contractor will install remote data entry/query terminals as defined below: National Civilian Police: •The main server will be located at the National Civilian Police •Two remote data entry/query terminals located at: o National Civilian Police 19 avenida 11-00 Zona 6 Guatemala City •Five portable remote data terminals to collect live fingerprints to be used in police operations and crime scenes throughout the country. Prison System: •One remote data entry/query terminal for prisoners and visitors at the major processing center for prisons of Guatemala located in Colonia Atlantida Zona 18, Guatemala City. •Two portable stations to collect live fingerprints to be used at the different prisons throughout the country to keep a record on prisons admittances National Institute for Forensic Science (INACIF): •One remote data entry/query terminal (for evidences collected at crime scenes), located at the INACIF, 14 Calle 5-49, Zona 1, Edificio Nasa, Guatemala City. General Office of Weapons and Ammunitions Control: •One remote data entry/query terminal located at 12 avenida 31-09 Zona 5, Guatemala City. 3.5 Records conversion The Contractor shall facilitate the conversion of no less than fifty seven thousand (57,000) card-based records (to be provided by the PNC) to be entered into the AFIS. In addition, the Contractor will complete the migration into the new AFIS of two hundred and fifty thousand (250,000) electronic records and 13,000 latent records contained in the current AFIS located at the PNC. 3.6External network capability The Contractor shall develop and install the AFIS in such manner that it will be easily networked and fully compatible with external AFIS databases, each using the EFTS v7.1 specification which El Salvador has and which is programmed for Honduras. 3.7Telecommunications network capability The institutions involved in this project have a communications system of "dedicated links," however, for the effectiveness of the project, it will require that the contractor indicate the minimum acceptable communications system required for the optimal running of the remote stations and their connectivity with the AFIS central server. If the existing “dedicated links” are not capable of efficiently supporting the AFIS requirements, the contractor shall propose alternative, secure telecommunication options and the respective cost to implement these solutions. 3.8Record sharing capability The system shall have the capacity to export records securely to external media such as USB, DVD or tape drive, via the system administrator. 4.System testing The Contractor shall develop and provide a written formal Testing Plan for designated Project Managers to evaluate all AFIS functions using data sets derived from Guatemala’s existing fingerprint records. The Contractor shall implement the Testing Plan prior to the beginning of system operations training. Pertinent personnel from the Ministry of Government (PNC, Prison System,), the Public Ministry, INACIF, the Ministry of Defense/DIGECAM), and the FBI will be notified at least 14 days prior to the starting date of the Testing Plan. 4.1The Government of Guatemala person responsible for the AFIS will be Olga Maria Perez, Minister of Government advisor or whoever holds this position in the future, who will coordinate the training and notify the respective Guatemalan agencies/entities when and where the training is to take place. 5.Overall Infrastructure The Contractor shall specify the minimum requirements for the optimum operation of the hardware and software as it pertains to physical conditions, networks and communications. 6.System Training The Contractor shall provide user training to personnel selected from participating agencies. Such training will take place in Guatemala at locations equipped with AFIS work stations. The specific training schedule shall be coordinated with the Project Managers to ensure maximum attendance. All training will include hands-on exercises in addition to classroom training. 6.1The Contractor shall provide training manuals to all new users to be used by each institution after the system has been turned over to the Government of Guatemala. All training, including the training materials, shall be provided in Spanish and English. 6.2Training Courses The Contractor shall provide training in the following areas: •Entry and search of new records •Record conversion •Remote data entry •System and database operation and administration 7.System Documentation The Contractor shall provide written documentation for the design, operation, administration, and maintenance of the system. This written documentation shall address the following: •Software licenses •Proprietary source code •Final design of the system •System administration •System training manuals All documentation shall be provided in English and Spanish. 8. Reporting capability The AFIS shall be capable of generating logical statistical reports on system capacity, administration and outcomes, biographic data field parameters, and user logon and performance, at a minimum usage by the system per transaction type. 9.AFIS operation and maintenance support (O&M) The Contractor shall provide technical and operational support regarding the use and operation of the AFIS for the first year after the successful delivery of all contract deliverables. The Contractor shall also provide annual costing for technical and operational support for up to one additional optional year. This support can be augmented by any manufacturer warranty that appliers to the hardware and software used in the project. The support program shall include all updates to the AFIS operating system, proprietary source code, AFIS search algorithms, and all applicable hardware and software service patches. Work location The proposed AFIS will be installed at locations designated by the Ministry of Government (Civilian National Police, Prison System,), Public Ministry, INACIF and the Ministry of Defense/DIGECAM) and at other locations to be subsequently designated. 10. Deliverables and Completion Dates This Contract shall commence immediately upon award and shall continue for six months to complete the full implementation of the system in the different institutions involved in the project, duly coordinated with the project manager. Specific completion dates for each deliverable are subject to change depending on the actual progress of the project, the extent and impact of Government comments on the draft reports, and the Government’s direction regarding other Task products. However, the requirements and associated deliverables under this Contract shall be provided within a time frame not to exceed the designated period for the Contract’s performance. Unless otherwise extended through a written notification, the institution responsible for the system will have up to ten (10) business days to review each deliverable and to provide verbal and written comments. If necessary, the Contractor shall review and incorporate comments or implement requested changes once they have been discussed and clarified with the designated Project Manager, and shall submit a final version of the product no later than ten (10) business days thereafter. NOTE: All products shall be delivered and reviewed by the participating agencies during business days unless otherwise stated. 11. Hardware and software copy rights All software developed and all hardware procured to support this contract and individual services rendered will become property of the Government of Guatemala and will be turned over if so requested. INSTRUCTIONS TO OFFERORS: Interested offerors shall provide a complete technical proposal with sufficient detail in order for the Government to evaluate. Offerors are encouraged to propose innovative and cost saving approaches to meet the Government's requirement. Offerors shall propose the delivery schedule for implementation of the AFIS. The technical proposal shall be provided in it’s own volume. Offerors shall also provide a corporate capabilities summary and past performance for similar projects. The pricing proposal shall be provided in a separate volume from the technical proposal. EVALUATION CRITERIA The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. The evaluation factors used in this solicitation will be rated acceptable/unacceptable. An unacceptable rating on any factor will be cause to remove the offeror from further consideration. All technically acceptable, responsible offerors will be placed in the competitive range and total price will be the deciding factor. The following is a breakout of the evaluation factors: a. Technical Approach/Understanding/Personnel: Demonstrated understanding of the requirement and the methodology for meeting the requirement as well as approach and timeline for implementation/delivery. b. Corporate Experience: Strength of corporate capabilities in meeting the requirements of the Statement of Work. c. Past Performance: Past performance references for work on similar projects. References shall include name, address, telephone/fax numbers and email addresses. d. Price: The overall price of the contract, to include any optional services or equipment selected. The contractor shall be responsible for shipment of equipment to Guatemala and for any export licenses that might be required.
