- Description
- The Bureau of Reclamation, has a requirement for two (2) gas powered utility vehicles. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a request for quote (RFQ) number R09PS30023 will be issued to facilitate electronic quote submissions. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-36. This requirement is a total small business set-aside. Large Businesses are encouraged to submit offers in the event that there isn't a suffient response from small businesses. First priority of award will be a small business. The North American Industry Classification System (NAICS) Code for this acquisition is: 441221 - Motorcycle, ATV and Personal Watercraft Dealers. The small business size standard for NAICS Code 441221 is $7.0 million. The Government anticipates award of one firm fixed price, purchase order as a result of this RFQ. This RFQ is issued under the Simplified Acquisition Procedures (SAP). Line Item 0001 - 2 - ea - Gas Powered Utility VehicleFOB Destination Utility vehicles shall be delivered to Willow Beach National Fish Hatchery, 25804 N. Willow Beach Rd, Willow Beach, AZ 86445. FAR provision 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and is included in the RFQ. Offers will be evaluated on lowest price technically acceptable. Offers which meet the following criteria will be considered technically acceptable: (1) payload of 2,000 pound minimum, (2) 12V battery and operating system, (3) manual transmission, (4) gas tank 5 gallon minimum, (5) keyed ignition, (6) overall width less than 55", (7) roll over protection, (8) liquid cooled engine, (9) four pneumatic tires, (10) cargo bed minimum size of 70"L X 46"W, and (11) produce minimum speed of 15 mph at max payload. In order to determine acceptability the offeror shall include the specification of the vehicle proposed which shall include the overall dimensions of the vehicle. The criteria listed above (1-11) must be reflected on the quote. Offerors shall include in their offer a completed copy of the provision 52.212-03 or indicate completion of the applicable Online Representation and Certifications Application (ORCA). Offerors may complete the annual representation and certification online at www.orca.bpn.gov.
