- he government intends to award a sole source award to Allen-Vanguard Technologies, Inc. to provide field engineering support and subject matter instructional expertise in the implementation of a Capability Assessment Program primarily aimed at evaluating the serviceability and condition of the proprietary Electronic CounterMeasures (ECM) equipment at each of the original 10 cities involved in the National Radio Controlled Improvised Explosive Device (RCIED) ECM program. The equipment has been in place for over two years and is in need of a full diagnostic evaluation of both the equipment and vehicle installation for Mobile Countermeasures (MCMs) where appropriate. A full functionality check, including operation at full power through attenuators, with confirmation of the presence of the waveforms and desired output levels also needs to be conducted. In addition, proprietary software upgrades to be conducted at the same time as the equipment diagnostic. Furthermore, it is necessary to conduct an assessment of the level of proficiency while using this equipment. This will be accomplished by the conduct of full scale exercises at documented and approved training sites involving realistic scenarios. Responses due 1 Sept 2009
