- This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Air Force (USAF) intends to award a sole source, commercial, firm-fixed price award to US Plus-Eight Docking Systems, LTD for purchase of: Services to effect the modification of existing C-130 CLR Stands for use in the Avionics Modernization Program (AMP). Basic award will be for the complete modification of two (2) CLR Stands with one option for the modification of one (1) additional CLR stand. NAICS Code: 238990 Small Business Size Standard: $14,000,000.00 NOTE 22 APPLIES Justification for Sole Source Only: WR-ALC currently has in place Plus Eight stands configured to support C-130 CLR workload. The CLR stands must be converted to support incoming C-130 AMP workload. The existing Plus Eight stands can be configured to support the incoming workload saving the Government a substantial amount of money versus fabricating new hard stands. The conversion and assembly of the Plus Eight stands must be done by qualified personnel. In the United States, US Plus Eight Docking Systems has exclusive management and rights over aviation docking of Plus Eight systems. Plus Eight stand components are unique to Plus Eight and for that reason only Plus Eight authorized companies can complete the design and assembly. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-35, 14 July 2009, DFARS Change Notice 20090729.
