Description
General: The National Park Service, Department of Interior, is soliciting proposals for firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideassec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC website. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideas.nbc.gov site for all information relevant to this solicitation. Offerors will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. Proposed Issue Date is on/or about September 28, 2009. NAICS Code: 334220, Size Standard 750 Employees. Title of Project: Microwave Frequency Relocation. The 1725 MHz band was auctioned off by the Federal Government in 2004 as a result of the president signing Public Law (PL-494) Commercial Spectrum Enhancement Act. This bill mandated that the National Park Service (NPS) relocate from the existing frequency band and replace the antiquated, existing microwave system and ensure that the most efficient and technologically appropriate system be installed to meet the Agencies changing needs. During replacement, the NPS intends to transition the existing NATR microwave backbone communications system from the 1710 -1755 MHz band to a new system in the 7.125-8.5 GHz frequency band. The project shall utilize the same communications sites used by the current system, unless NPS agrees to a preferred replacement site or alternative. The project may potentially replace 5 out of the 9 existing NPS towers (that do not meet ANSI/TIA-222G Standards in their current configuration and others that will be non-compliant when space diversity is employed, according to the CACI report). The prospective vendor will have to demonstrate that these towers are not structurally sound and do not meet the new ANSI/TIA-222-G Standards and all loading capacities for the new system being proposed, and as such, will have to be repaired or replaced. New and modified towers shall be designed with 50% additional load capacity for future expansion. The project includes design of the microwave radio equipment (including antennae), design of the microwave towers, installation of the towers, installation of the microwave backbone communications system, temporary relocation of the VHF Radio system during tower construction, installation/optimization of the VHF system on the new towers, design and installation of new MOSCAD alarm system, and, installation of several new communications buildings and emergency back-up generators, installation of conduits in locations where specified, direct connections to the PSTN and new tower lighting systems (as required by FAA at www.FAATower.gov, Title47CFR Part 17). The communications buildings at each site will be retrofitted or replaced to comply with NFPA-1221 standards for an "essential communications facility." The shelters shall comply with IBC-2006. The new microwave system shall link to the existing VHF/LMR system, provide TDM and Ethernet data transport, support the new MOSCAD Alarm system, and provide for bi-directional, DS-3 switched, self healing ring systems at both ends of the microwave network for continuous system interconnectivity in the event of signal degradation or failure. These loop-back systems shall be installed at the Rocky Knob and Hemp Hill Knob Sites and shall be connected through the PSTN provided DS3 network or other technologically advanced telecommunications medium. All work will be performed under a single contract. Type of Procurement: A negotiated firm-fixed-price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability and will then select the contractor whose proposal represents the best value to the government. Time for completion will be approximately 950 calendar days. Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. All responsible sources may submit an offer that will be considered. This is a Full and Open Competition.
