- Request for Proposal VA-259-09-RP-0381. The VA Eastern ColoradoHealthcare System (ECHS) Medical Center, located at 1055 ClermontStreet, Denver, Colorado is soliciting offers from experienced andqualified Service Disabled Veteran Owned Small Business Concerns. Thescope of work includes but is not limited to the contractor providingall plant, labor, tools, parts, equipment, transportation andincidentals needed for providing construction services for fan coilreplacement and minor electrical and mechanical work at building 1.This project is referred to as the Police Heating repairs at building 1.All work will be performed on the first and second floors at building 1.The project number for this acquisition is 554-09-807. The estimatedconstruction range is between $100,000 and $250,000. The VA is issuingthis Request for Proposal in accordance with FAR Part 15 wherebytechnical capabilities and past performance are approximately equal inimportance as price. NAICS Code 238220 is applicable to this acquisitionwith and the business size standard is $14.0M. Solicitation documentswill be available electronically on or about Sep 1, 2009 at theFedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THISSOLICITATION WILL BE ISSUED. Information regarding an organized sitevisit and pre-proposal conference will be listed in the solicitationdocuments. Prospective offerors are encouraged to attend the organizedsite visit to familiarize themselves with the project, project site andconditions which may effect your cost proposal. No other organized sitevisit will be conducted. Upon review of the solicitation documents,prospective offerors are encouraged to provide questions and comments,in writing, in regards to the solicitation documents prior to thescheduled site visit. Solicitation number VA-259-09-RP-0381 has beenassigned and shall be referenced on all correspondence regarding thisannouncement and solicitation. Interested firms are reminded that inaccordance with FAR Part 4.11, prospective contractors are required tohave an active registration in the Central Contractor Registration (CCR)and FAR Part 4.12, prospective contractors must complete electronic online annual representations and certifications (ORCA) databases prior toaward of a contract.
