- This is notification to provide Architectural and Engineering Services for a Land Survey project, North Jarbidge Wilderness Boundary Survey. Responses to this announcement will be considered for selection. Firms desiring consideration shall submit completed Standard Form (SF) 330 for this project no later than August 21, 2009. Please include a completed Proposal/solicitation form with your submission. All pricing information must be kept separate from the technical/SF-330 and related information. The contract cost for Architectural and Engineering Services will be negotiated. Cost is estimated to be between $25,000 and $100,000. Estimated start date is September 15, 2009. This project consists of a proper and legal survey of a Congressionally designated Wilderness Area. Portions of the wilderness boundary concerned with under this contract are controlled by Public Land Survey System (PLSS) corners, while other portions are controlled by natural or manmade features. Therefore, this project will require the retracement of lines of the PLSS, in addition to the determination of angle point locations from topographic calls within a metes and bounds written description. This project will also require the posting and marking of wilderness boundary lines at intervals set by this contract. The Contractor will furnish all professional land surveying services, including all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform the survey, except materials to be supplied by the Forest Service as listed within the general specifications. All work shall be performed by, or under the direct supervision of a person licensed to practice surveying in the State of Nevada. Project Location: Wilderness Boundaries, or portions thereof, within the following sections (Mount Diablo Meridian): T. 45 N., R. 60 E., Section 6; T. 46 N., R. 60 E., Section 31; T. 46 N., R. 59 E., Sections 5, 25, and 36; and T. 47 N., R. 59 E., Sections 32 and 33. Totaling approximately 7.8 miles of wilderness boundary. General location is approximately 5-12 miles easterly of Jarbidge, Nevada, on the Jarbidge Ranger District, Humboldt-Toiyabe National Forest. Firms responding will be evaluated based on the following criteria: (1) Professional qualifications necessary for satisfactory performance of the required services, (2) Specialized experience and technical competence in the type of work required, (3) Experience and qualifications of proposed project personnel, (4) Capacity to accomplish the work in the required time, (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (6) Location in the general geographical area of the project; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. (7) Price - Not applied until after SF-330 qualifications evaluation and ranking.
