- TACOM Contracting Center- Warren intends to issue a sole source letter Request for Proposal (RFP) to PPG Industries for the effort solicited under W56HZV-09-R-0677. The objective of this effort is to research and develop key aspects of transparent armor to improve ballistic properties, blast and Improvised Explosive Devices (IED) performance, chip resistance and thermal control. The anticipated period of performance shall be 18 months. It is the Governments intent to award cost plus fixed fee, sole source contract PPG Industries under the authority of FAR 6.302-1. PPG Industries possesses the unique and proprietary knowledge needed to accomplish the goals of this effort. Interested parties may request a copy of the Letter RFP from the buyer at shannon.hepner@us.army.mil, with the subject line: Request for Letter RFP W56HZV-09-R-0677. Interested persons may identify their interest and capabilities to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties will be required to submit their response via email to shannon.hepner@us.army.mil. The subject line of the email submissions must read: Offer - W56HZV-09-R-0677 Closes 1 October 2009. Maximum size of email offers shall not exceed 3.5 megabytes. Compressed files must be self-extracting and have appropriate instructions to open. Hard copy responses will not be accepted. Please make sure this agency has been furnished with the following additional information: company name, CAGE code, DUNS number, and the email address where you would like the notice sent. The estimated release date of Letter RFP W56HZV-09-R-0677 is 1 September 2009 and the estimated closing date for receipt of proposals is 1 October 2009.
