- The Samuel S. Stratton VA Medical Center, located at 113 HollandAve., Albany NY 12208, intends to competitively solicit and award anIndefinite-Delivery/Indefinite-Quantity (IDIQ) construction contractintended to replace the majority of the exterior windows in severalbuildings on the campus.This posting is intended to serve as a pre-solicitation synopsis inconformance with FAR 5.101.The anticipated socio-economic set-aside for this RFP will beService-Disabled Veteran-Owned Small Business (SDVOSB). At this time,such a set-aside has not been formally approved but is expected.THIS IS NOT A REQUEST FOR PROPOSALS (RFP), AND AT THIS TIME NO OFFICIALRFP EXISTS OR IS AVAILABLE TO INTERESTED PARTIES. THIS POSTING IS FORINFORMATION PURPOSES ONLY AND NO RESPONSE IS REQUIRED AT THIS TIME.The anticipated minimum (guaranteed floor) of the IDIQ is $1.1 Milliondollars. The contract is anticipated to exist over one base and twooption years, to be exercisable at the unilateral discretion of the VA.Over this potential three-year period, the anticipated maximum (ceiling)value of the contract will be for $4.5 million. Note that this ceilingamount is not guaranteed.Pricing will be submitted in response to the anticipated RFP in the formof unit prices for removal/replacement of various categories of windowtypes, as well as for associated trades such as masonry, sealing, simplecarpentry, and insulation installation. From these unit prices, taskorders for specific windows can be placed by the VA.A bid bond covering the guaranteed contract amount ($1.1 Million) willbe required at the time of offer submission. Performance and Paymentbonds will be required for each individual task order placed as a resultof the anticipated IDIQ contract. Please note that the base (guaranteed) amount of the anticipatedcontract is expected to be funded with dollars appropriated via theAmerican Recovery and Reinvestment (Stimulus/ARRA) act. All other taskorders are expected to use other sources of funding. THIS POSTING ISNOT A SYNOPSIS FOR OBLIGATION OF ARRA FUNDS - THE TASK ORDER FORBASE/GUARANTEED SERVICES WILL BE SEPARATELY SYNOPSIZED IN ACCORDANCEWITH THE APPROVED PROCEDURES FOR OBLIGATION OF ARRA FUNDS. However,potential offerors should be aware that one or more task orders placedas a result of the anticipated IDIQ contract will be required to conformto the reporting requirements mandated by FAR 52.204-11.The anticipated NAICS code for this procurement is 236220, Commercialand Institutional Building Construction, with an associated smallbusiness size standard of $33.5 Million. In the expected event that aSDVOSB set-aside is utilized, potential offerors will need to submitproof that 15% or more of the work involved in this project can and willbe performed by the offeror's in-house staff, as opposed to beingsubcontracted for or otherwise performed in a teaming arrangement.Release of the full RFP is planned for early September, 2009.
