Description
NASA/ARC intends to extend contract NNA05AC42C with Integrated Science Solutions,Inc. on a sole source basis pursuant to 10 U.S.C. 2304(c)(1), Only One ResponsibleSource. The objective is to extend the performance period for six months. The principlepurpose of this contract is to provide environmental support to NASA AMES ResearchCenter. The current contractor provides the following mission critical support servicesunder the environmental contract: Environmental Compliance, Pollution Prevention andSustainability, Wildlife and Habitat Conservation and NEPA Compliance, Site Investigationand Restoration, and Environmental Management Systems.The purpose of this contractextension is to assure continuing compliance with numerous Federal, State and localenvironmental laws, regulations, and policies in carrying out NASA/ARC's mission criticalprograms, projects, and activities.This extension will begin September 4, 2009 and end on March 3, 2010. The extension isin the Government's best interest to provide ongoing environmental services until a newcontract is awarded. The current contractor, Integrated Science Solutions, Inc. isconsidered the only contractor that can meet ARC's needs given the short period ofperformance for the extension.Additionally, competing the requirement for a six monthterm would not be possible given the end date of the current contract and the requirementfor uninterrupted service. Awarding a six month contract to another contractor would notallow for a sufficient phase-in period, thereby affecting the seamless continuity ofservices provided to the Center.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffortelectronically, in writing, to Lupe.M.Velasquez@nasa.gov not later than 4:30 p.m.local time on August 21, 2009.Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
