- Description
- The Colville National Forest requests proposals for the Malo East Stewardship project. Located on the Republic Ranger District of the Colville National Forest, Eastern Washington, the project involves timber removal, biomass removal, thinning, ladder fuels reduction, machine piling, hand surface fuels treatments, shaded fuel breaks, road construction, road reconstruction, and road maintenance. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies to perform the work. Restoration objectives for the project area are summarized as follows: 1. To reduce the threat of severe wildfire within the Contract Area using a combination of mechanical and hand thinning methods, 2. Utilize Timber Resources- Provide wood biomass to forest product industry, and 3. Improve Road Management- Provide re-construction and maintenance to meet project area t resource needs. Boundaries and Project location- All Timber Removal Units are tagged with blue tags and painted with vertical orange painted stripes or three horizontal bands. The project area is located approximately 10 miles northeast of Republic, Washington, and is wholly within the Republic Ranger District, Colville National Forest, Ferry County, Washington. The Contract Area, 17,547 acres, contains 14,887 acres of National Forest System Lands and 2,660 acres of private or other government administered lands. Amount and type of work is as follows: Commercial Thinning 2,984 acres (26,000 CCF), Precommercial Thinning 1,395 acres, Noncommercial Under-story Thinning 698 acres, Shaded Fuel-breaks 220 acres, Machine Piling 1,208 acres, Hand piling 562 acres, Mastication 100 acres, landing restoration 75 acres, Road Construction 2 miles, road reconstruction 36 miles, road maintenance 40 miles machine fire line 2 miles. Begin work – It is estimated that work could begin in summer of 2009. Actual start date is subject to contractor submitted and approved performance schedules, actual work awarded, and seasonal performance windows. Period of Performance - Work shall be performed in a manner that all contract requirements are complete by December 1, 2015. Pre-bid meeting will be scheduled once the solicitation is issued. This contract will be used as an instrument to implement the National Fire Plan and Stewardship objectives. This solicitation and any resultant contract will be a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government’s method of trading goods for services.
