Description
The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award an initial firm, fixed-price contract to procure three (3) partial CH-46E Spiral 1 Large Aircraft Infrared Counter-Measures (LAIRCM) integration kits for prototype, validation, and verification. These partial kits are made up primarily of the structural parts required to integrate the Northrop Grumman AN/AAQ-24 LAIRCM system into the CH-46E helicopter. The structural parts are mainly close tolerance machined parts that are required to mount the various components of the system. The Naval Air Systems Command intends to negotiate and award a second firm, fixed-price contract to procure four (4) Low Rate Initial Production (LRIP) kits, with options for up to forty (40) Full Rate Production (FRP) kits. The option kits will be complete CH-46E LAIRCM integration kits and will include all parts required to complete the entire modification. Recent events have amplified the need for an improved Large Aircraft Infra-Red Counter Measure (LAIRCM) system, for the CH-46E helicopter to be fielded by the fastest means possible to mitigate the threat of surface-to-air shoulder-fired missiles. Delivery of these kits shall commence in December 2009 and conclude in February 2010. The proposed contracts will be awarded on a sole source basis to the Northrop Grumman Corporation - Integrated Systems Division, Melbourne, FL. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as cited in Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Northrop Grumman Corporation is the only source with the requisite knowledge, experience, technical expertise, and technical data necessary to satisfy agency requirements.
