- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an order under an existing Basic Ordering Agreement (BOA) to Bell Helicopter Textron Inc. (BHTI) for the procurement of analysis effort leading to improved Damage Limits and Tolerances (DL&T) for H-1 Upgrades Tail Rotor Blades. This procurement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, in that BHTI is the sole designer, developer, and manufacturer of the H-1 aircraft. BHTI is the only qualified source which possesses the detailed knowledge of the H-1 design to allow them to perform these efforts in a timely and cost effective manner. See note 22.
