Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation, this solicitation is issued as a request for quotation (RFQ), a written solicitation will not be issued. The RFQ number for this procurement is W26ALA90571000. This RFQ incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-35, Defense Acquisition Circular (DAC) 91-13, and Defense Federal Acquisition Regulation Supplement Change Notice DCN 20090715-1. For informational purposes the North American Industry Classification System code is 423850, Service Establishment Equipment and Supplies Merchant Wholesalers, with a small business size standard of 500 employees. This acquisition is unrestricted and will be competed utilizing full and open competition. Only qualified responsible sources may submit a quote. This is a firm-fixed price procurement and will be procured using commercial item procedures and award selection will be based on lowest price and technically acceptable. The Mission and Installation Contracting Command Center - Fort Eustis (MICCC-EU) requires the following items, Brand Name or Equal, to the following: Line Item 0001: Kidde Custom Trailer; MFR PART NR: O-100-CTR. Custom Trailer features two on-board propane tanks, on-board storage lockers for all O-100 equipment, and winch with wireless remote for loading and unloading the helicopter. Dimensions are 27' long x 8'6 inches wide, with a 24 inch deck height, 1 EA; Line Item 0002: Kidde Helicopter Trainer; MFR PART NR: O-100-HELO. Mobile Helicopter Mock-Up with the ability to produce scenarios such as engine fire, passenger/cargo area fire, cockpit fire; helicopter construction all steel construction dimensions 24' Long x 7' Wide x 10' High, features 2 cockpit seats, 2 engines (one operational for fire), cargo entry, main rotor and tail rotor rotate. The trainer must have a cargo area capable of providing ingress and egress of a lifelike manikin using a standard stokes litter, 1 EA; Line Item 0003: Kidde Hoseline Trainer; MFR PART NR: O-100. Hoseline Trainer with construction of stainless steel, water bath burn platform, two-stage flame control, and a hand-held operator pendant with 30' cable, power source is 110V AC (50' AC power cable), 1 EA; The technical expert will evaluate the quotes on the basis of information furnished by the offeror and specifications provided in this RFQ. As prescribe in FAR Subpart 9.2, all offerors must have had their products examined and or tested and have satisfied all applicable qualification requirements for that product. The offerors quote shall contain the following information: offerors quote number, date, name, address, terms of any warranties, price, any discount terms, best delivery date for FOB destination, and acknowledgement of all RFQ amendments (if applicable). Quote shall also contain all other documentation specified herein. Late offers: Quotes or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items (Jan 1999), the Government will award one purchase order resulting from this RFQ once a technical evaluation of offerors quotes has been evaluated to determine technical acceptability. Award selection will be based on lowest price and technically acceptable. Delivery shall be made within 30 days after receipt of award or as otherwise specified. Shipping is FOB Destination CONUS (CONtinental U.S.). New Equipment ONLY. NO REMANUFACTURED PRODUCTS WILL BE ACCEPTED. Warranty: Contractor shall have a two year warranty service from date of delivery of the Helicopter Training Aid Simulator. Any deficiencies found during the warranty period shall be resolved within 48 hours of notification. Response Time: All quotes will be accepted at the Mission and Installation Contracting Command Center Fort Eustis located at 2746 Harrison Loop, Fort Eustis, VA 23604-5292, no later than 10:00AM EST on 20 August 2009. All quotes shall be marked with the Request for Quotation Number, Date and Time. Electronic mail proposals will be accepted. Note: All offerors shall be registered in the Central Contractor Registration (CCR) before being considered for award. Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. Offerors shall include a completed copy of the Online Offeror Representations and Certifications Application.
