Description
Multiple Award for a vessel charter with crew, for Turtle Excluder Device (TED) Usability Testing in commercial flynet trawls. POC: Sharon Walker, Contracting Officer, (816) 426-7470 DESC: The U.S. Department of Commerce (USDOC), National Marine Fisheries, Mississippi Laboratories in Pascagoula, MS has a requirement for a multiple award contract to charter a vessel with crew for Turtle Excluder Device (TED) Usability Testing in commercial flynet trawls during the period October 1, 2009 through March 31, 2010. The Contractor shall provide a trawl vessel with the equipment identified elsewhere in this document; captain and crew; fuel; food and berthing accommodations equal to that of the crew for one NOAA Fisheries gear specialists; and all other material necessary to complete the work Minimum Vessel Requirements for vessel: • Stern trawl fishing vessel, 70 ft in length or larger, with hydraulic net reel with capacity for holding a single flynet with a 85-foot headrope length or larger. • Vessel engine power sufficient to tow an 85 ft. headrope length flynet spread by steel doors at a minimum of 3.5 knots over the bottom. • Sufficient bunk space to accommodate one NOAA Fisheries staff. • An indoor area that can be designated for camera equipment set up and break down. Other Vessel Equipment Requirements: The vessel shall have the following: a. One each flynet 85 ft or greater. b. Two each steel doors c. Fathometer- for determining bottom depth. d. Radar e. GPS vessel positioning unit. f. Vessel track plotter. g. Current U.S. Coast Guard Safety Inspection certification. Vessel Operator and Crew Requirements: 1. Captain and crew experienced in deployment, retrieval and repair of flynet trawls and trawl doors. 2. Captain and crew experienced in installation of TEDs and TED components. This is a small business set-aside. The NAICS code for this action is 488390. Request for Quotation documents will be available on or about August 21, 2009. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry.
