NOTICE TO OFFERORS: Funds are not presently available for this solicitation. The award of the items is contingent upon the availability of funds based on order of priority in fiscal year end's funds list. No legal liability on the part of the Government for award may arise until funds are made available to the Contracting Officer and until the offeror receives award notice. The Government reserves the right to partially award the following items. The Government shall not be liable for any fees or expenses that are incurred or associated with the preparation of your quotation. Quotations submitted in response to this solicitation must remain valid until 30 Sep 2009 to be considered. Please ensure quotes are marked with an acceptable expiration date. Please respond to this RFQ by providing following information, not later than 27Aug 09 @ 15:00 (Japan Standard Time) via FAX or E-mail. Item Description QTY Unit Total Amount 0001 AV System for 35 FSS, 1 Lump Sum ¥ Enlist Club, Officers Club, and Richard Bong Training Facility. IAW the attached PWS and Parts List. The Terms & Conditions of the RFQ: 1. Offeror is required to perform work in accordance with the attached PWS. 2. Offeror is required to make sure actual length of wiring and quantity of the all equipment based on the site visit which will be conducted on 18 Aug 09, AM 11:00 hours by contracting office (35 CONS/LGCB). 3. Offeror is required to submit a "Parts List" including all line items of equipments and "Perforamnce Schedule". 4. Central Contractor Registration (CCR) must be completed. * Lack of registration in the CCR database will make an offeror ineligible for award. And the contractor is required to confirm on an annual basis that its information in the CCR database is accurate and complete at http://www.ccr.gov/. (IAW FAR 52.212-1 (k) Central Contractor Registration (Jun 2008)) Central Contractor Registration (CCR) Registered or Updated, whichever is later, on (Date). *In order to do business with the Government above the micro-purchase threshold ($3,000.00), vendors are required to be registered in the CCR database. Lack of registration in the CCR database will cause a vendor to be considered ineligible for a contract award. The Contractor is required to confirm on an annual basis that its information in the CCR database is accurate and complete. Registration and confirmation of CCR status can be accomplished at http://www.ccr.gov/ (IAW FAR 52.212-1Instructions to Offerors, Para (k)). The following clause is incorporated by full text. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Acceptability (2) Price Addendum to FAR 52.212-2: Para (b) and (c) of FAR 52.212-2 does not apply. BASIS FOR CONTRACT AWARD: This is a competitive selection in all technically acceptable offers shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. The evaluation process shall proceed as follows: A. Technical Acceptability. Initially, based on the proposed "Performance Schedule" and "Parts List", the Government technical evaluation team shall evaluate the actuality of performance schedule and adequacy of quantity, quality and functionality of "Parts List" on a "pass/fail" basis, assigning ratings of "Acceptable", or "Unacceptable". B. Price Evaluation. Next, the government shall rank all technically acceptable offers by price. An offeror's proposed prices will be determined by multiplying the quantities identified in the Parts List by the unit price for each item to confirm the extended amount for each.
