Description
The National Park Service at Saratoga National Historical Park in Stillwater, NY is issuing solicitation Q1910090008 for boundary line fuel breaks. This solicitation is a total small business set-aside. The NAICS code is 561730, and the size standard is $7 million. This solicitation will result in a firm fixed price service contract. Wage determinations apply and are attached to the solicitation. The solicitation is available at http://ideasec.nbc.gov. Quotes are due by September 4, 2009. A pre-bid site visit may be scheduled by contacting the park at (518) 664-9821. Scope of Work (not all inclusive, see solicitation for full requirements):-Provide all labor, equipment and materials with the objective of cutting a 50-foot boundary fuel break with the intent of eliminating a continuous arrangement of surface, aerial and canopy fuels. -Cut the first 10' width from the Park boundary line into park lands and remove all fuels - brush and trees (up to 3" DBH (diameter at breast height)), raise up all ladder fuels (lower limbs) up to 10' high, remove all dead brush. All dead and downed trees in excess of 3" in diameter shall be cut into 2-3' sections. Every third section shall be pushed away from the others which will break the continuity of the fuel type. Flush cut all stumps in a professional manner to within 1" of the ground when possible. -Continue an additional 40' into park lands selectively thinning, pruning, and removing dead and downed wood, raising up all ladder fuels (lower limbs) up to 10' high and flush cutting all stumps in a professional manner to within 1" of the ground. All dead and downed trees in excess of 3" in diameter shall be cut into 2-3' sections. Every third section shall be pushed away from the others which will break the continuity of the fuel type. -Cut stumps will be treated with an appropriate, approved herbicide(s). Agriculturally-approved colorants or marking dyes will be used in conjunction with the herbicides. Use of herbicides, colorants and marking dyes requires the prior approval of the park superintendent. Two weeks advance notice is required when submitting herbicides for park superintendent consideration. Product labels and MSDS sheets will be provided to the Contracting Officers Representative (COR) at the time an herbicide use request is made. Use of herbicides, colorants and dyes will be in strict conformance with all applicable Federal and State regulations. Application of herbicides on NPS property requires the possession of a valid New York State Pesticide Applicators License. All herbicides, colorants and/or dyes will be used in strict conformance with the manufacture's product label. The park COTR will be provided all application information necessary for the completion of annual NPS pesticide use reports. -Disposal of debris can be by chipping if possible. Note: there is a limited opportunity for chipping due to limited access along some portions of some boundary lines. Woodchips can be left but need to be broadcasted and dispersed in a way to eliminate any piles. Debris can also be dragged and dispersed 100' and beyond inside park boundaries when and where possible. The idea is to scatter the brush eliminating the buildup of piles and any obvious quantities of fuel. Note: In some portions of this unit where the disposal of debris is in close proximity to visitor amenities and a potential for the creation of an eyesore exists, the NPS will require extra precautions for debris removal be taken that are above and beyond the parameters otherwise stated. In areas of close proximity to visitor amenities it may be necessary to drag debris beyond 100' limit and/or remove woodchips as opposed to broadcasting.
