The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. MARKET VALUE: FS-03: ($64,447-$94,643) FS-02 ($79,535 - $116,800) 6. PERIOD OF PERFORMANCE: One year from award date (extendable) 7. PLACE OF PERFORMANCE: Dominican Republic 8. JOB DESCRIPTION: See below I. General Statement of Purpose of Contract and Responsibilities of Contractor Under the Administration of Justice Program, the Department of State, Bureau of Western Hemisphere Affairs (WHA), funds programs to enhance general police management and investigative and forensic capabilities in Latin America and the Caribbean. In response to a request from the Dominican National Directorate for Drug Control, and in collaboration with ongoing efforts of both the Bureau of International Narcotics and Law Enforcement Affairs (INL) and the United States Agency for International Development (USAID), U.S. Embassy Santo Domingo intends to contract for the services of a Counter-Narcotics Advisor (CNA) to manage a program of assistance to the Dominican National Directorate for Drug Control. II. Statement of Duties The CNA will provide professional and technical assistance to the current and future Presidents of the Dominican Republic’s National Directorate for Drug Control (DNCD) in matters pertaining to strategic planning, human resource selection and development, professional skills development, ethics, and institution building within the Dominican justice system. Reporting to the NAS Director and building on an expert assessment of DNCD needs performed in 2009, the CNA will: 1. Assist and support the DNCD President and senior staff in development of a five-year strategic plan defining the mission, desired future state, goals, objectives, strategies, organization, linkages and requirements of the DNCD. 2. Provide technical assistance to a special DNCD planning unit in identifying needed changes in policies and procedures, in light of the definitions and requirements of the strategic plan. 3. Facilitate and oversee an ongoing NAS-funded effort to modernize systems for recruiting and training DNCD agents and officers. a. Facilitate training of DNCD academy instructors in instructional skills, evaluation, and curriculum development, working with NAS personnel and consultants. b. Work with academy faculty and staff to plan, develop, and institutionalize modern academy curricula for training of new agents and future Counter-Narcotics officers.. c. Advise DNCD leadership on systems and methods for recruitment and selection of candidates, including review of selection criteria and testing procedures. d. Advise and assist in development and implementation of DNCD training required for adoption and execution of the Dominican criminal procedures code and other laws which govern the DNCD. 4. Advise and assist in the development and implementation of a Cross-Border Initiative between the Dominican Republic and the Republic of Haiti to counter illicit trafficking of narcotics, illegal immigrants, guns and all other illegal contraband. 5. Advise and assist in preparation of the annual Mission Performance Plan (MPP), annual International Narcotics Control Strategy Report (INCSR), annual budget submissions and other reports as required. 6. Attend Embassy general and law enforcement meetings, meetings with host government, and national and international conferences and seminars as representative of the Embassy, as required under supervision of the NAS Director. 7. Work with Embassy law enforcement and intelligence agencies when implementing programs that will have an impact on their areas of responsibility. 8. Assist with the coordination of anti-narcotics interdiction missions between the applicable agencies of the mission and of the Dominican Republic to include the Drug Enforcement Agency, DNCD, Dominican Air Force, Office of the Defense Secretary, Dominican Navy, U.S. Military Assistance and Advisory Group, U.S. Joint Inter-Agency Task Force South, Tactical Analysis Team, and others. Interdiction missions typically involve the use of helicopters, patrol boats, and ground transportation. III. Minimum Qualifications •United States citizen, eligible for a State Department TOP Secret Security Clearance. •Bachelor's degree from an accredited institution and eight years related law enforcement experience, or twelve years related law enforcement experience. •Demonstrated relevant work experience, particularly in the areas of Counter-Narcotics program management, CN training and cross border criminal activities such as smuggling. •Demonstrated communications and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives. •Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation, and evaluation. •Typing and basic computer skills needed to use information technology and management systems. •Prepared and physically qualified to live in Santo Domingo, Dominican Republic, and to travel. Preference will be given to candidates with fluency in spoken and written Spanish and French. IV. EVALUATION CRITERIA A. Offeror’s relevant experience in planning and developing counter-narcotics & law enforcement strategies and programs and ability to coordinate with host country civilian and police officials and donor community. Offerors with specific experience working with Latin American Law Enforcement will be given an additional five points. (25 Points) B. Offeror´s knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG. (25 Points) C. Offeror’s knowledge and experience in U.S. Government regulations, standards of conduct and ethics. (25 points) D. Offeror’s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (25 points) V. COMPENSATION Compensation for the position will be negotiated as follows: accumulated experience will dictate the salary level within the grade range. Entry level salary normally will be at the first step of the grade range for the position. Consideration will be given, however, to the successful applicant’s experience that is specifically relevant to the position being filled. Number of years of relevant experience will determine the step within the grade range at which the successful applicant will be compensated.
