Description
RECOVERY ACT: Provide all labor, materials, tools, equipment,supervisors, etc. and completely prepare site for building operationsand perform work for Project 657A5-09-100 - FCA Water Tower Interior atthe Marion VA Medical Center, Illinois in accordance with drawings andspecifications. A site visit has been scheduled for August 26, 2009 at 1:00 p.m. at theMarion VA Medical Center, 2401 West Main Street, Marion, Illinois 62959.Contact Troy Poorman at 618-997-5311 ext 54240 or Troy.Poorman@va.gov Work includes, but is not limited to: 1).The Contractor shall completely prepare site, furnish labor,materials, and perform work for painting the interior surface of theexisting water tower. Painting includes preparing water tower surfacesto receive new continuously applied coating, including repairs asrequired and recommended by the Paint Analysis report, drawings andspecifications.2). Provide pressure directly to the water distribution system afterwater drainage prior to the interior painting without necessitating lossof pressure in the distribution system, i.e., maintain existing pressurethroughout all facilities during the tower outage. Pursuant to 38 U.S.C. 8127(c) and in accordance with Public Law 109-461,the Veterans Benefits Health Care Information Technology Act of 2006,this construction project is a Total Set-Aside (100%) forService-Disabled, Veteran-Owned Small Businesses (SDVOSB). The costrange for the project is $100,000 to $250,000. The North AmericanIndustry Classification Code (NAICS) for this procurement is 238320 witha small business size standard of $14.0 million. The estimatedcompletion period for this work is 30 days after receipt of notice toproceed. This completion period included final inspection and clean-up.Award will be made utilizing the Lowest Price Technically AcceptableSource Selection Process in accordance with Federal AcquisitionRegulation Part 15. The successful offeror (prime contractor) mustperform no less than 25% of the General Construction work utilizingpersonnel who are directly employed by the prime contractor. Proposalsubmission instructions will be included in the solicitation package.The government plans to award without discussions. The offeror isresponsible to monitor and download any amendments pertaining to thissolicitation from the Federal Business Opportunities (FBO) website:http://www.fedbizopps.gov. In accordance with FAR 52.204-7, RequiredCentral Contractor Registration and in accordance with FAR 2.101,Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBizRegistration, prospective contractors must be registered in CentralContractor Registration (CCR) and in VetBiz databases under theapplicable NAICS. Firms may obtain CCR information athttp://www.ccr.gov and Vet Biz information at http://www.vip.vetbiz.gov. The solicitation package and drawings should be available fordownload on or about August 14, 2009 and the proposal due date will beon or about September 11, 2009. A site visit will be scheduled andattendance is strongly encouraged for any responsible sources to submitan offer which shall be considered by the Department of VeteransAffairs.
