- Justification for Other Than Full and Open Competition The U.S. International Trade Commission intends to award a sole source procurement to National Mailing Systems to upgrade existing Neopost "Legacy" Friendship System proprietary software. A solicitation will not be issued for this requirement. This award is determined and supported in accordance with the procedures in FAR Subpart 6.303-1. Only one responsible source and no other supplies or services will satisfy agency requirements An award for this requirement shall not be made no later than September 30, 2009. All interested parties may submit an offer in accordance with the requirements outlined in the attached justification and approval with no deviations or exceptions.
