Description
The U.S. Department of Commerce (USDOC), National Marine Fisheries Service (NMFS), Protected Resources Division in St. Petersburg, FL., intends to award a sole source purchase order to the University of Florida in Gainesville, Fl two projects one for monitoring of Smalltooth Sawfish and one for integration, maintenance and growth of the National Sawfish Encounter Database as a tool for assisting in the recovery of the federally endangered smalltooth sawfish. Project Title : Monitoring of Smalltooth, Pristis pectinata, in the Indian River Lagoo, FL. The remaining population of the federally endangered Smalltooth Sawfish, Prisitis pectinata, is essentially confined to Florida waters with its core centered in extreme southwest Florida and the Florida Keys. Current monitoring of the study area began in 2008. The current monitoring program consists of random sampling within the Banana River and Indian River Lagoon system from Titusville south to Palm Shores using gillnets and short trotlines. The Florida Museum of Natural History's (FLMNH) has the required endangered species permits to handle the endangered smalltooth sawfish and the restricted access rights to sections of the Banana River restricted by Cape Canaveral Space Center. Project Title: Integration and Growth of Smalltooth Sawfish Database The smalltooth sawfish (Pristis pectinata) was listed as endangered under the Enangered Species Act (ESA) on April 1, 2003. During its listing process under the ESA, the National Sawfish Encounter Database (NSED), initially housed at Mote Marine Laboratory (MML), created in 1999 as a tracking database to gather information regarding smalltooth sawfish encounters, both recent and historic. After the species was listed under the ESA in 2003, the database was maintained to assist recovery managers and researchers in the evaluation of sawfish abundance, range, habitat preferences, and as a mechanism to document the success of recovery initiatives. As an ongoing project, most of the NSED initiatives that started in late 2008 must continue during the next project year. Most the database integration process has been completed, but there is unfinished work. Furthermore, because the public has to be continually educated about the status of sawfishes and the need to report encounters, during 2009 all outreach initiatives started in 2008 will continue and be augmented. Additionally, innovative tasks are presented for 2009 regarding both the database integration and the outreach initiatives. Task 1: Database integration and archival. Task 2: Ongoing adding of new records to the database (months 1 to 12).Task 3: Development of a database in Microsoft Access format. Transform the new integrated NSED, currently in an Excel format, into a Microsoft Access format. Task 4: Outreach initiatives. The Florida Museum of Natural History (FLMNH) has proprietary rights to the smalltooth sawfish encounter data and currently manages the data for the National Marine Fisheries Service. The contractor must have an endangered species permit for the smalltooth sawfish from the National Marine Fisheries Services (NMFS) to handle and perform monitoring duties. The contractor must have at least 5 years of experience in sampling, tagging and tracking elasmobranches. The contractor must be also familiar with the sampling region. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source the University of Florida. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources shall submit a copy of their endangered species permits to handle the endangered smalltooth. All responsible sources may submit a proposal, which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a detailed statement regarding their capabilities, qualifications, and references. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. The government suggests that all contractors to submit their Certification and Representation thru the on-line Business Partner Network (BPN).
