Description
The Department of Energy (DOE), Office of Human Capital Diversity and Outreach is pursuing a sole source contract with the Society of Mexican American Engineers and Scientists (MAES) for participation of the 35th MAES Annual Symposium under FAR 6.302-1, One Responsible Source. The contract proposed period of performance is November 5 - 7, 2009. The DOE is one of several agencies providing funding for a symposium for Mexican American Engineers & Scientists majoring in science, technology, engineering, and mathematics (STEM) that hopes to attract and thereby increase the number of Mexican American in DOE research internships, fellowships, and within STEM careers in the workforce. Office of Human Capital Diversity and Outreach will receive "Platinum" Career Fair sponsorship. The co-sponsorship includes: "Platinum"Partnership, presentations during the symposia and at plenary sessions, three student and faculty workshops, two College Decathlon Teams, and opportunities for DOE Student Ambassadors to give presentations during the Research Poster Competition, and recognition in all conference materials. MAES will create a DOE Alley within the career fair area where program offices and National Laboratories can be co-located to increase visibility and booth traffic. With "Platinum" partnership DOE will receive one 20 foot by 30 foot carpeted and draped exhibit booth with priority placement, two interview booths, pre-career fair student meetings, twenty complimentary full conference registrations, one year on-line resume database access, 6-month banner on conference website with logo and hotlink to DOE website, 3-month subscription to the on-line resume service, resume CD Rom, full-page color ad in the conference program, and an e-mail blast to conference participants inviting them to visi t DOE booths and explore DOE opportunities. An e-mail blast will also be sent to faculty members inviting them to apply for faculty fellowship opportunities. MAES will also provide DOE with a report after the 2009 MAES Symposium indicating the results and benefits of DOE participating in the Symposium. The DOE has supported the MAES for a number of years. By using the same forum repeatedly, DOE is able to continue to consistently build on the face-to-face networking previously developed during previous conferences and address the systemic problem of Mexican American under representation in the Federal government. As proposed, DOE will have access to students at all stages of the education pipeline, including teachers and faculty advisors. Opportunities are abundant at the MAES conference for interviewing candidates, providing learning activities, STEM educator training, and disseminating important information about careers and internships at DOE and the national laboratories. With annual support, the expected outcome is a sustained talent pool available to DOE's national laboratories, the Federal workforce, industries, and universities. The statutory authority for permitting other than full and open competition for this modification is the Competition in Contracting Act, 41 U.S.C. 253 [c] [1], and implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency's requirements. MAES has the specialized knowledge and services, which have been used by the DOE and other agencies for a number of years successfully. The North American Industry Classification System (NAIC) Code for this requirement is 611310. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE's proposed award to the Society of Mexican American Engineers & Scientists (MAES) must respond in writing to the Contracting Officer. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties should submit a capability statement and pricing information for the requirement within 15 calendar days of publication of this notice, to be considered by the Government to: Mr. Anthony Buch, MA-642.3, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to Anthony.buch@hq.doe.gov.. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
