- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) on a sole source basis with Brechtel Manufacturing Inc. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The proposed vendor will implement design improvements for the Aerosol Counting Composition Absorption and Sizing System (ACCASS), optical particle counter and mixing condensation particle counter, test instruments and provide a report on their performance. Improvements will include improving the flow of butanol vapor to the saturator and recirculate condensed butanol within the exhaust flow and building of a new optical cavity that will provide greater clearance for the direct light beam and collect light from a broader range of angles than the current design. The government intends to negotiate a firm-fixed price contract with a period of performance from 8/24/2009 to 04/15/2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Pacific Marine Environmental Laboratory requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id registered in CCR. For Additional information and to register in CCR please access the following web site: http://www.ccr.gov.
