Description
The National Park Service has a requirement for regularly scheduled daily visitor shuttle service within Harpers Ferry National Historical Park. The contractor shall provide shuttle bus drivers and automotive worker services necessary to keep the transportation system operating in Jefferson County, Harpers Ferry, West Virginia. The government-owned transportation system consists of six (6) 38-passenger Gillig coaches, one (1) 17-passenger General Motors bus, and two (2) 12-passenger Ford vans. These government-owned vehicles transport Park visitors from the Cavalier Heights Visitor Center to the Shenandoah Street Drop-off/Pick-up area and return. The bus loop is 3.8 miles round trip. The Government anticipates awarding a single contract with a base period of one year and four one-year option periods. The estimated magnitude is between $175,000 to $200,000 per year. The North American Industry Classification System (NAICS) code for this procurement is 485999 with a small business size of $7.0 million of annual average gross revenues of the total concern for the last three fiscal years. This procurement is open to all size businesses and has a price evaluation preference for HUBZone small business concerns. This means 10% will be added to large business' prices for evaluation purposes if an offer from a HUBZone Small Business Concern is provided. The Service Contract Act of 1965, as Amended applies to this procurement. The solicitation and an attached scope of work for this procurement will be available at http://ideasec.nbc.gov website on or about 08/10/2009. This is a Request for Quotation solicitation. Telephone or fax request for the solicitation will not be accepted. Contractors must register on the website in order to receive copies of the solicitation and any possible amendments. Instructions are contained on the website for downloading solicitation and attachments. It is the responsibility of all interested contractors to acknowledge ALL amendments to this solicitation. To download the solicitation all interested contractors must have a DUNS number. To receive a DUNS number pleae contact Dun & Bradstreet at 1-800-333-0505. To confirm if your firm is a HUBZone small business concern, go to the Small Business Administration's website at www.sba.gov and look for the HUBZone category. You may check if you qualify by entering in your address into the entry, "To Determine if an Address is Located in a HUBZone." If your firm is located within a HUBZone, you must certify your company with the Small Business Administration. Your company's name must be included on the Small Business Administration's listing at the time of the quote opening to be considered as a HUBZone small business for your quote to be evaluated under the small business HUBZone category. The Government intends to acquire these services using the procedures in FAR Park 12 - Acquisition of Commerical Items. All responses wil be delivered by express mail or hand carried by 3 PM, September 10, 2009 to the National Park Service, 302 E. Main Street, Sharpsburg, MD 21782.
