Description

The Naval Air Systems Command intends to award a Delivery Order under Basic Ordering Agreement N00019-09-G-0005 on a sole source basis with Lockheed Martin Systems Integration. This effort is for Common Data Link (CDL) Hawklink production support, first article inspection test (FAIT) support, and ECPs to incorporate Harris/BAE and L3 Communications CDL Hawklink into the MH-60R aircraft. This effort also includes an option to validate the ECP on the MH-60R aircraft with first production articles. This action is being awarded on a sole source basis to Lockheed Martin Systems Integration, in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;” because they are the only qualified source which possesses the detailed knowledge of the MH-60 mission systems design to allow them to perform these integration efforts in a timely and cost effective manner.
