- National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) hasa requirement for maintenance services for the Coastal Radar Surveillance System (CRVSS).The CRVSS is a recently installed system which consists of COTS hardware andvendor-developed proprietary software. This procurement is anticipated to be a 3 yearcontract.The CRVSS is a patented Wide Area Surveillance system that uses radar and other sensorsto detect intruders, uses advanced tracking and processing software to prioritize objectsand determine when a threat exists, and responds with alarms and a real time cameraresponse. Honeywell is the only source qualified to maintain its proprietary CRVSScontrol and display software. Due to this, Honeywell is the only known vendor with theability to provide NASA KSC with preventative maintenance, on-site and remote technicalsupport and training, and repair/return to services of this equipment and software. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Donny Wood, donald.wood@nasa.gov, no later than 3:30 p.m. local timeon August 19, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice is solely within the discretion ofthe government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
