Description
The Department of the Interior, National Business Center, Acquisition Services Directorate, Boise, Idaho plans to issue a commercial item solicitation and evaluate offers under Subpart 13.5 of the Federal Acquisition Regulation, Test Program for Certain Commercial Items, and award a contract for a contractor operated and maintained, exclusive use, helicopter flight services to transport personnel and/or cargo in support of the National Wildlife Refuge System's natural resource missions. The base contract period is for one year with two one-year option periods. This action will be total small business set-aside. The NAICS Code is 481211, Nonscheduled Chartered Passenger Air Transportation, and the small business size standard is 1,500 employees. The contractor shall provide a helicopter, fuel servicing vehicle, personnel, fuel, and all other associated equipment, as prescribed in the solicitation. Missions will include, but are not limited to, fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, law enforcement limited to non-threatening surveillance and reconnaissance, and other administrative and related resource activities. The contractor shall possess Federal Aviation Administration (FAA) certificates under 14 CFR Parts 133, 135, and 137. The work will be split between two designated bases; one in Mississippi, and the other in Louisiana. The Government will direct aircraft to support its missions and objectives. An electronic copy of the solicitation will be available for download at www.fedbizopps.gov approximately August 12, 2009. Any apparent successful offeror must be registered in CCR (www.ccr.gov) in order to be awarded the contract.
