Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition intends to negotiate on a sole source basis with Edythe Wiggs, 909 Seneca Road, Great Falls, Virginia, for the continuation of services under current purchase order HHSN271200900449P. Ms. Wiggs will provide neuropsychological testing. The neuropsychological testing includes but not limited to standard and customized tests of intelligence, personality, memory and learning for the diagnosis and treatment of adults and children in support of the NINDS intramural research program. The responsibilities include the development of new protocol-specific tests, selection and administration of neuropsychological tests suited to the protocol under study and the individual being tested, analysis and interpretation of test results and completion of a written report to be filled with the referring physician and in the medical record. This requirement includes the performance of intraoperative neuropsychological testing and intracarotid amytal (Wada) procedure. This requires 1,040 hours additional effort for 12 months. An additional 12-month period with 1,040 hours may be required. Ms. Wiggs has been conducting the neuropsychological testing under many NINDS protocols. A change in vendor could cause delays in the studies since a new protocol would be required. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
