- Description
- NASA/LaRC has a requirement for Decision Support Tool Testbed (DSTT) Software forRunway Configuration Management, 1 each.NASA/LaRC intends to purchase the items from Logic Evolved Technologies as the only knownsource available for this requirement. This software is a critical part of efforts toimprove NASA Langleys capability to perform and interpret systems level analysis ofintegrated complex systems. NASA LaRC has developed several programs using thissoftware. The LED analysis capability is unique to LETools and there is no othercommercially available software that can interface with LETools developed databases,models, and analysis. There are no other vendors at this time that provides software tomeet the requirement for several current and planned future tasks. It would takesubstantial duplication of time and money for another company to offer a similar testedproduct that would meet this requirement.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 8/17/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
