Description
The Naval Air Warfare Center, Weapons Division will be issuing a solicitation to procure Cisco products on a Firm Fixed Price basis using FAR part 12 procedures.Cisco hardware items are required to replace deficient equipment in the Airborne Electronic Attack (AEA) Laboratory; specifically Cisco Catalyst Series 10/100/1000 GE 10 GE workgroup switches (14 each), Cisco GE SFPLC SX connectors (28 each), and Cisco 2811 Adv Security bundle router (6 each). This laboratory environment uses simulations to create and replicate operational scenarios; therefore, commonality and compatibility with existing laboratory equipment is required to ensure that aircraft and operational scenarios are identically replicated. In view of a recent DOD mandate for National Information Assurance Partnership (NIAP) and Common Criteria certification, the deficient equipment must be replaced with identical components that are 100% compatible with existing laboratory gear. Cisco is the only known manufacturer that can comply with this requirement as well as comply with the existing operational software development environments. Any equivalent products must seamlessly (plug and play) interface with fully operational hardware and software. Satisfying this requirement by utilizing another manufacturer's product would entail verifying, validating and testing their product to ensure compatability with existing laboratory equipment. This requires a significant expenditure that includes verifying and validating the laboratory environment and operational software, which would require closing multiple laboratories for extended periods of time. The items are being procured under FAR Part 12 and 13.5 commercial acquisition procedures. A solicitation will be posted on the Navy Electronic Commerce Online Website at https://www.neco.navy.mil and the FEDBIZOPPS Website at https://www.fbo.gov on or about 20 August 2009, with offers due on or about 08 September 2009. All responsible sources may submit an offer which shall be considered by the agency.
