- It is the National Energy Technology Laboratory's intent to award a purchase order on a sole source basis to Thermo Electron North America for an options upgrade package to a NETL owned Nicolet 8700 FTIR Spectrometer consisting of the following: 1) Smart Collector; 2) Smart Collector for Nicolet X700/Nexus; 3) Dual Sample Environmental Chamber for the Smart Collector; 4) KBr Powder Packets (500 pieces) for Diffuse Reflectance Accessories; 5) "KBr Powder, 100g Bottle"; 6) USB Controller Plus for Dual Environmental Chamber 0031-902; 7) Smart Accessory Experiments/Help 8; 8) CaF2 Beamsplitter (13,500-1,200 cm-1); 9) Room Temperature InGaAs Detector for NIR (12,000-3,800 cm-1); 10) Solid Substrate Far-IR Beamsplitter (700-50 cm-1); 11) DLaTGS Detector with Polyethylene Window (700-50 cm-1); 12) Quartz Beamsplitter (27,000-2,800 cm-1); 13) Silicon Detector with Quartz Window (27,000-8,600 cm-1); 14) Nicolet X700 AEM with Dual Detector (Left Side Mount); 15) TE Cooled DLaTGS Detector with KBr Window (12,500-350 cm-1); 16) NXR FT-RAMAN MODULE; 17) NXR FT-Raman Accessory Module, 1064 nm laser, 1064 nm Stokes only filter; 18) FT-Raman Domestic English Language Kit; 19) Raman InGaAs Detector; 20) NXR Genie Raman High Sensitivity Germanium Detector; 21) Nicolet/Nexus Series Sample Compartment Cover for FT-Raman; 22) Power Cord North American 120v, 3 Conductor; 23) 180 Degree Refl Samp Comp Dual Motor Assy; 24) Sample Holder Accessory Kit; 25) X700 Gold Import Emission Optical System; 26) X700 Gold Dual Passport Mirror Assembly; 27) FT-Raman MicroStage; 28) MicroStage English Language Kit; 29) Video Image Card; 30) NXR FT-Raman Module Driver and Software 8; 31) Atlus Microscopy Software for OMNIC 8; 32) FT-Raman Beam Conditioning Kit for NXR FT-Raman Spectrometer; 33) 50 cm-1 Extended Spectral Range Option. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Challenges must demonstrate the capability to provide the above option upgrade package to a NETL owned Nicolet 8700 FTIR Spectrometer. If no challenges to acquire this service are received by 5:30 p.m. EST on 08/25/2009, the government reserves the right to execute an award without publishing a solicitation. A determination by the Government not to compete this proposed purchase order based on this notice is solely within the discretion of the Government.
