- Specifications for Headsets The Bureau Of Alcohol, Tobacco, Firearms and Explosives (ATF) is issuing a combined synopsis/solicitation to procure 89 each Headsets, Atlantic Signal Communications Suite Part Number 999000 on a firm fixed- price basis. This is a Brand Name only procurement to ensure standardization of equipment deployed by ATF, see attachment for specifications. Each item must come with a commercial warranty valid in the United States. Shipping must be FOB Destination to Sterling, VA 20166. No partial shipments, all items need to be shipped together, no later than 60 days after award. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is a total Small Business Set-Aside and an award will be made utilizing the simplified acquisition procedures under FAR Subpart 13.5. Responses will be accepted only from qualified small businesses under North American Industry Classification System code 334220. The following provisions are applicable to this commercial item acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-3, Offeror Representations; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contracts Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. Vendors must furnish Offeror Representations in writing. Award will be made to the responsive, responsible vendor with the lowest price. ATF will award this requirement on an all or none basis. Award will be made to the vendor offering the lowest price and meeting all the requirements. Quotes must include price, and best delivery time. Quotes are acceptable via facsimile machine at 202/648-9117, Attn: Jim Huff or e-mail to james.huff@atf.gov. The award winner must be registered in the Central Contractor Registration (CCR) database http://www.ccr.gov/. to receive the award.
