- The Bureau of Land Management (BLM), Oregon State Office, plans to award a sole source purchase order to Museum of Natural and Cultural History & State Museum of Anthropology (OSMA)1224 University of Oregon, Eugene, OR 97403-1224, to provide curatorial services. TECHNICAL SPECIFICATIONS: 1) Inventorying, accessioning, labeling, and cataloguing collection; 2) Identifying, evaluating and documenting collection; 3) Storing and maintaining collection using appropriate methods and containers, and under appropriate environmental conditions and physically secure controls; 4) Periodically inspecting collection and taking such actions as may be necessary to preserve it; 5) Providing access and facilities to study collection; and 6) Handling, cleaning, stabilizing and conserving collection in such a manner to preserve it. GENERAL - Characteristics : a) Provide curatorial services for Oregon BLMs estimated 800 cubic feet of existing collections as well as any future materials from Oregon BLM offices via managing and preserving collections according to professional museum and archival practices. b) Curate BLM-owned museum collections (i.e. museum property) according to physical and staff requirements set forth in Departmental Manual (DM 411) and in Federal Regulations (36CFR79), as well as Proper care of BLM collections which is directed by Instruction Memorandum No. 2007-191 issued September 17, 2007. c) Enter into a Memorandum of Agreement with Oregon BLM on how BLM would like the curation of archaeological and historic material removed from public lands in Oregon (past and present), along with copies of the associated records; and to provide for the use of archaeological and historic material in a controlled manner for education, scientific study, and public interpretation. d) Museum must have successfully fulfilled its responsibilities for the curation of archaeological and historic materials so they are available for education, scientific study, and public interpretation within the State of Oregon.e) Museum shall absorb, with no cost to the BLM, all costs associated with deaccessioning the collections from the University of Oregon Museum of Natural and Cultural History/Oregon State Museum of Anthropology, including packaging, shipping, transferring of all pertinent records, and then accessioning the collections into the new facility, as well as assuming the costs of curation at the new facility to the standards outlined in 36CFR79, Department Manual (DM 411), and BLM IM 2007-191. This acquisition is considered a Commercial Item and is not set-Aside. The NAICS code is 712110 size standard is 7 million. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
