- The 96th Contracting Squadron at Eglin Air Force Base, Florida, intends to solicit, negotiate, and award an Indefinite Delivery/Indefinite Quantity (IDIQ) requirement, with an estimated ceiling of $3.0M, for Base Telecommunications System (BTS) Operations and Maintenance Services. The contractor shall provide all labor, equipment, tools, materials, supervision, and services necessary to perform this requirement. The requirement will be a performance based service specification to provide for inside and outside plant installations and materials in accordance with 96 Communications Group wire specs. Work under this PWS will be performed at Eglin Air Force Base, Duke Field and at 96 CG-owned infrastructure in the Hurlburt Field vicinity. Contractor furnished services are to be provided in accordance with (IAW) the Government stated needs at the time of order placement. The service level provides for and requires the Contractor to furnish commercial grade installation services on an as-needed basis. These services shall be performed by the Contractor for a fixed fee as stated within the contract. All work shall be accomplished in accordance with the Performance Work Statement. Period of performance is expected to be from 1 February 2010 through 31 January 2011, with 2 one-year options. The North American Industry Classification System (NAICS) is 238210 and the small business size standard is $14 million. The solicitation/Request for Proposal (RFP) is a total Small Business Hub Zone set-aside, pursuant to FAR 52.219-3. All responsible, certified Hub Zone Small Business contractors are encouraged to participate. Expect the solicitation to be posted to this site on or about 10 November 2009. Telephone requests to be placed on the mailing list will not be honored. The solicitation package must be downloaded from Http://www.fbo.gov; no hard copies will be available. This acquisition will be solicited in accordance with FAR Part 12, Acquisition of Commercial items, and FAR SubPart 13.5, Test Program for Certain Commercial Items. All prospective offerors must be registered in the Central Contractor Registration Database (CCR) at www.bpn.gov/ccr prior to the anticipated date of award. Award will be made utilizing Performance/Price Tradeoff procedures with a technical proposal rated on a pass/fail basis.
