Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. NSWC Crane Division has a requirement for 4 each RadaScan Position Reference Sensor Systems with an option for 2 each, Guidance Limited, Part Number 10-0027-4-B brand name only. These RadaScans will be used for Dynamic Positioning (DP) and other vessel control applications. Each Guidance Limited RadaScan Position Reference Sensor Systems, Part Number 10-0027-4-B will need to be manufactured, delivered, installed and tested to meet all of the requirements of the NSWC Crane Salient Characteristics. Salient Characteristics will be provided within the solicitation. The contractor shall install the System(s) (hardware and software) aboard blocking vessels (BV) utilizing procured equipment and required interfaces. Immediately following installation and verification of operation, training shall consist of live demonstration familiarity of the newly installed system and its capabilities. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (5), Brand Name Only. The proposed Firm Fixed Price Contract is for supplies in which the Government will accept Brand Name Only items IAW FAR 6.302-1(c). It has been determined that the Government requirement for this product can only be met by one brand due to the contractor's unique knowledge and proprietary design as the Original Equipment Manufacturer and the anticipated costs achieved through competition are not anticipated to be recouped by that competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering price and past performance related factors, price being most important. Past Performance will be evaluated using the following subfactors - each being weighed equally:a.Record of meeting contract delivery schedulesb.Delivery of high quality products The solicitation will be available for download on or about 19 August 2009. Closing date will be on or about 26 August 2009. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The solicitation is available at the three websites listed above. Interested parties can download the solicitation from the three websites listed above, for no hard copies of the solicitation will be mailed. The solicitation closing date will be on or about 26 August 2009. All responsible parties may submit a proposal for this procurement which will be considered by the Government. The Contractor must be registered in the Central Contractor Registration database, located at http://www.ccr.gov. This is not a Request for Proposal.
