Description
Naval Sea Systems Command is contemplating award of a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to ITT Electronic Systems, Inc. 3500 Willow Lane, Thousand Oaks, CA, 91361 under the authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "only one responsible source and no other supply or services will satisfy agency requirements." The procurement will be in support of the military operations in Afghanistan and Iraq. The Department of Defense (DoD) has identified a requirement for increased protection from Radio Controlled Improvised Electronic Devices (RCIEDs). The DoD requires a Counter RCIED Electronic Warfare (CREW) system capable of protecting against new advancing Radio Frequency (RF) threats, and support for rapid installation and operation on various DoD vehicles. The requirement is to provide an upgrade to the existing CREW Vehicle Receiver Jammer (CVRJ) that will increase performance capabilities to operate through "Band C" and that is ready for immediate production (Technology Readiness Level of 8 or better), thereby improving protection for our personnel. Space constraints on existing DoD vehicles mandate that any performance improvements result in minimum impact on the existing CREW system's footprints. Accordingly, DoD requires an integrated single box CREW system capable of operating through "Band C" that is ready for immediate production (Technology Readiness Level of 8 or better). ITT has developed an upgrade kit which integrates with the existing CVRJ to provide the required performance improvements. No data package currently exists for this requirement. The Navy has completed required testing on the upgraded CVRJ kit and determined it is ready for production and fielding. The kit design will allow ITT to rapidly integrate the upgrade into its existing CVRJ production line and to provide upgrade kits for existing systems and upgraded CVRJ systems capable of addressing the advancing threats in both Iraq and Afghanistan. This will be an Indefinite Delivery Indefinite Quantity contract with options to produce up to 25,000 upgraded CVRJ systems (either through upgrade kits or upgrade of CVRJ systems already on contract), vehicle integration kits, initial spares, depot spares, data, approximately 15,300 hours of engineering support services to support final integration, and ODC. The minimum quantity will be 669. Delivery of minimum base amount is required within 5 months of contract award, with subsequent deliveries four months after receipt of order. Delivery location is Naval Surface Warfare Center, Crane, IN, 47522. The period of performance is anticipated to run from award in fourth quarter Government Fiscal Year 2009 through third quarter Government Fiscal Year 2011. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five after date of publication of this synopsis will be considered by the Government. Reference solicitation number N00024-09-R-6314. Responses to this notice must be received by 10:00 a.m. local time on 18 SEPTEMBER 2009. Responses shall be submitted via e-mail to karen.giunta@navy.mil or tara.mccarron@navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. SEE NOTE 22
