- Form FSA 2163 Form FSA 2162 Form FSA 2161 Solicitation Document AG-3151-S-09-0020 Standard Form SF 1449 This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This Solicitation is issued using the Simplified Acquisition Procedures at FAR 13.5. Request for Quotations AG-3151-S-09-0020 is set aside 100% for small businesses. The NAICS code is 511210. The size standard is $25 Million. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. Proposals must be received by 4:30 P.M. on August 19, 2009. The objective of this acquisition is to obtain existing commercial real estate appraisal software that encompasses the features and data required to complete both an agriculture related appraisal report for improved and unimproved real properties, and housing reports. The contractor must provide training on the operation of the software, maintenance of the software, and technical support and assistance to FSA’s National Help Desk. The Government anticipates the award of a Firm Fixed Price contract resulting from this solicitation. This contract will be awarded for a base period of one year with up to four option periods of one year each. The Farm Service Agency has no interest in developing any computer software, only currently existing software will be considered. A sample of the software must be submitted with the proposal. All contractors doing business with Department of Agriculture must be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dunn & Bradstreet Number. A Dunn & Bradstreet number may be acquired free of charge by contacting Dunn & Bradstreet on-line at http://fedgov.dnb.com/webform or by phone at 1-866-705-5711. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at www.bpn.gov to complete the representations and certifications. Offeror’s proposals must include all of the information requested in the attached Solicitation Section L. Award to the successful Offeror will be made using “Best Value” selection process as described in Section M of the Solicitation. Award may be made without further discussions. Offers should be submitted initially on the most favorable terms, from a technical and price standpoint, which the offeror can submit to the Government.
