Description
DESCRIPTION OF REQUIREMENT(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation 601819Q850, Rip Rap, is issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, effective 31 March 2009. (iv) This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 327991 with a small business size standard of 500 people. (v) The Contractor shall provide the following items: Item 0001 - Rip Rap - 3,773 tons Flint Hills National Wildlife Refuge Statement of Work Supply and deliver approximately 3,773 tons of rip rap to Flint Hills National Wildlife Refuge (NWR) and tailgate spread on the Flint Hills National Wildlife Refuge as directed by the Project Leader. Flint Hills NWR is located near the town of Hartford, KS on K-130. The road rock will be crushed limestone which conforms to the gradation shown below (define as "Course AB-3" as per Coffey County Highway Department specifications).The aggregate shall be hard and durable material. % Retained-Square Mesh Sieves11/4" 0-2" 10-303/8" 40-90No. 30 81+ The Contractor shall be required to submit to the on-site inspector or to the Refuge Office, one legible copy of each delivery ticket for all material delivered to the site. The delivery ticket shall certify that the material was delivered and shall indicate the weight of the material. The delivery ticket shall be used as the means of measuring the amount of the material delivered to the site. The delivery tickets shall be submitted daily on each day deliveries are made. If the on-site inspector is not at the delivery location then it shall be the Contractor's responsibility to deliver the tickets to the Refuge Office. The Contractor shall obtain and submit to the on-site inspector or the Refuge Office an update tare weight if requested by the Government. Road rock shall be delivered and tailgate spread on the Refuge. Rock will be spread to a maximum depth of 6 inches and in a manner that will require a minimum amount of grader work. All grader work will be completed by refuge staff. No deliveries are to be made on Saturdays, Sundays, or holidays without prior permission of the Project Leader. Delivery of all materials will be at the discretion of the Project Leader, but shall occur within a time frame not to exceed September 09, 2009. Submit for approval, material gradation tests for the aggregate material. The Contractor shall procure all permits and licenses, pay all fees and taxes, and give notices necessary to perform the service of this contract. The Contractor shall be liable for damages to roads, utilities, structures, or property due to any act, omission, neglect or misconduct during the period of performance of the services of this contract. All sizes and weights are approximate. The price will be F.O.B. Destination Delivery will be required NLT 09 Sep 09. To be included in the price competition, offerors must submit a quote on all items. The successful offeror will be the quoter offering the lowest total price. The price quoted must be F.O.B. Destination. (vii) Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (ix) 52.204-8, Annual Representations and Certifications, effective 01 Jan, 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to https://orca.bpn.gov/ to add or update its ORCA record.
