Description
The United States Environmental Protection Agency (EPA) has a requirement entitled, "General Statistical Support". This requirement will assist the EPA in its statistical analyses for research and regulation development to: comply with various Executive Orders; assist enforcement efforts; and to support Agency?s initiatives. The successful contractor will be required to provide statistical support services to the Office of Water and any other EPA offices that require technical support within the scope of the PWS. Activities in support of this contract may include the following: Analyze data using statistical procedures and methodologies; Statistically design data collections; Evaluate data quality and integrity; Provide statistical review and comment; Prepare statistical documentation; and Provide briefings on statistical issues. Examples of potential statistical support under this contract may include the following: Estimation of upper percentiles of distributions of pollutant concentration measurements of biosolids; Evaluation of time series and trend analyses of wastewater data; Meta-analysis of data related to impingement and entrainment of aquatic organisms in cooling water systems at power plants; Development of statistical methods, based upon multidimensional kriging, to estimate ambient pollution based upon emission of precursor pollutants; Benchmark dose and risk estimates form a time-to-tumor model for bioassay data from experimental exposures to specific pollutants; and Evaluation of sediment toxicity testing for EPA determination of whether remediation under Superfund is required to protect aquatic life. This procurement will be issued on a Full and Open competition basis. It is anticipated that a Cost-Plus-Fixed-Fee/Level-of-Effort contract will result from the award of this solicitation. The base period is expected to begin on June 1, 2010. The base period and each available option period will consist of 2,500 direct labor hours with each period having the potential of an additional 5,500 direct labor hours. It is anticipated that the contract will have one (1) base period with four (4) option periods consisting of 12-months each for a total maximum potential performance period of five (5) years and a total of 40,000 direct labor hours. The applicable NAICs code is 541620 with a size standard of $7 Million. The following sources will be excluded from consideration for award: Firms that could potentially discharge wastewater from point sources (e.g., industrial facilities, service industries); Firms that could potentially provide treatment of wastewater and/or stormwater; Firms that manufacture or sell water treatment equipment and/or water treatment chemicals; and Firms that act in consulting, advisory, or legal capacities with, or for, firms trying to overturn or circumvent regulations on wastewater and stormwater discharge and water quality. In addition to the exclusion from consideration for award, the successful awardee will be subject to the limitation of future contracting, which will prohibit future contracting by the awardee with entitities providing these same types of excluded services. Additionally, all offerors will be required to disclose any business or financial relationships with the following firms, which may be directly or indirectly impacted by the work under the resulting contract: Firms that could potentially discharge wastewater form point sources (e.g., industrial facilities, service industries); Firms that could potentially provide treatment of wastewater and/or stormwater; Firms that manufacture or sell water treatment equipment and/or water treatment chemicals; Firms that act in consulting, advisory, or legal capacities with, or for, firms trying to overturn or circumvent regulations on wastewater and stormwater discharge and water quality; Firms that provide consulting and /or technical services to wastewater and stormwater dischargers relating to waste minimization and water quality; Firms engaged in Chlorine and Chlorinated Hydrocarbon Manufacturing; Firms engaged in Construction and Development; Firms engaged in Coalbed and Methane Extraction; Firms engaged in Steam Electric Generation; Firms engaged in Coal and Ore Mining; Firms that Specialize in Cooling Water Intake Structures; Firms that Specialize in Biofuels: and Publicly Owned Treatment Works. It is estimated that the solicitation will be available on or around September 15, 2009 and that proposals will be requested in 45 days after issuance of the solicitation.
