Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00167-09-T-0181 applies and is issued as a request for quotation (RFQ). The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price contract using Simplified Acquisition Procedures under FAR 13.5 - Test Program for Certain Commercial Items. The proposed contract action is being solicited on a sole-source basis to IMI Sensors,3425 Walden Ave., Depew, NY 14043. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). This requirement is to purchase one (1) shipset containing 231 IMI Sensors, 631 M series high frequency accelerometers, 1000 microamps/g, micro-g noise floor side exit, integral cable terminating to MIL Spec connectors. There will be options to purchase three (3) additional shipsets, each containing 231 IMI Sensors. The reason for the sole source is that starting with the USS NEW HAMPSHIRE (SSN 778), all Virginia Class boats will now have Total Ship Monitoring Systems (TSMS) installed using IMI Sensors 631 M Accelerometers. It is required that all sensors installed on Virginia Class boats be 100% compatible with those installed on the USS NEW HAMPSHIRE (SSN 778), therefore, this procurement to purchase the IMI Sensors 631 M Accelerometers will make Flight I of the VIRGINIA Class (SSN 774-SSN 777) compatible with the SSN 778. There are currently no other manufacturers that have accelerometers that meet the Navy's requirement to be compatible with the IMI Sensors 631 M Accelerometer installed on the SSN 778. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005, as well as DCN 20090115. The set-aside for small business concerns has been dissolved. The North American Industry Classification System (NAICS) Code is 334419, with an applicable size standard of 500 employees.
