Description
Request for Information (RFI) ~ TIPS Website DevelopmentAugust 5, 2009 Synopsis:THIS IS A REQUEST FOR INFORMAITON ONLY. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire services. Response to this RFI will be treated as information only. The Government will not pay for information provided in response to this RFI or any follow-up information requests. The information provided may be used by the Office of Surface Mining in developing its acquisition strategy and Statement of Work. The Office of Surface Mining Reclamation and Enforcement (OSM) is a bureau within the Department of the Interior. The OSM is organized with Headquarters located in Washington, D.C., and three regional offices Appalachian (Pittsburgh, PA), Mid-Continent (Alton, IL), and Western (Denver, CO). OSM is charged with balancing the nations need for continued domestic coal production with protection of the environment. This is accomplished through partnership with state and tribal entities. TIPS is the Technical Innovation and Professional Services component of OSM. TIPS provides specialized hardware, scientific software, customized software training, and technical assistance to its user community. TIPS helps strengthen the capabilities of States, Tribes, and OSM staff to enforce SMCRA through quality technical expertise and assistance, scientific information, and training. TIPS supports and enhances the technical skills that States, Tribes, and OSM offices need to operate their regulatory and reclamation programs to effectively implement the Surface Mining Act. TIPS is considering re-development and design of their current website at www.tips.osmre.gov. We envision the new web site hosted on a Microsoft Office SharePoint Services (MOSS) 2007 platform. The MOSS platform will run on Microsoft Windows Server 2008 x64 Standard Edition with a Microsoft SQL Server 2008 backend. User authentication (as needed for content management and other authenticated services) will be provided by Microsoft Active Directory). Products used might include SharePoint Designer and Microsoft Visual Studio. Any server-side code developed should be written in VB.NET. Any products delivered by the vendor would be installed in OSMs pre-production environment to test them prior to deployment on our production system. Specific uses and needs for this website include but are not limited to: Notifying customers of upcoming events and up to date information in their scientific discipline.Displaying current TIPS training information and schedules.Description of current TIPS software and hardware available to customers.Customer access through secure, password protected page to download TIPS software.Ability to stream videos such as how to for TIPS software and hardware.Ability for content managers to update website content independent of TIPS website design staff. Content managers will be both internal and external to TIPS.Ability for TIPS web design staff to maintain and update site for future changes.Enable RSS on select pages that have frequent new information.Ability to support blogs and / or discussion groupsAbility to support Wiki.Pages need to use latest web 2.0 technology such as AJAX, Silverlight, or Flex.The site needs to be accessible and section 508 compliant.A user self-service application to allow for username requests, user authorization requests, and password management. Users should be able to recover lost passwords without administrator intervention. Users will be prompted to change their passwords at predetermined intervals and will be required to meet complexity requirements.Authentication and restricted file access will be secured using secured sockets. Normal anonymous access or access to no restricted pages will happen via standard http on port 80. Information Requested: The primary intent of this RFI is to identify processes and cost for implementing a newly developed website using the above mentioned technology. This RFI is for planning purposes only. The government will not reimburse respondents for any costs associated with the preparation or submission of the information requested nor for the government's use of that information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the government's assessment of the information received. No basis for claims against the government shall arise as a result of response to this request for information, or in the government's use of such information as either part of an OSM evaluation process or in developing any subsequent policy or announcement. Vendor is requested to submit a detailed proposal for as many of the details mentioned in this RFI. Vendor is requested to address the uses identified above, and include:1.Detailed description of the technology that will be used and method for developing and designing new website2.Cost breakdown for all services to develop site.3.Cost breakdown to transfer knowledge concerning site development to TIPS web design staff for future maintenance and changes.4.Reoccurring costs, if any, after initial investment5.Identified pros and cons of product(s) recommended6.Provide (2-3) references of clients currently hosting developed previously websites with similar functionalities Contracting Office Address: Office of Surface MiningP.O.
