Description
SUBJECT: The, Atlantic Oceanographic & Meteorological Laboratory in Miami, FL., intends to award a purchase order for upgrade and calibration of two SBE 19 plus Conductivity, Temperature and Depth (CTD's) to version 2, SBE 19 plus #4136 upgrade and replace pump, SBE 19 plus #4277.Purchase 2 SBE 43 DO sensors, 2 SBE 27 ph/ORP sensors, and 2 seapoint turbidty sensors from Sea-Bird Electronics, Inc. Sea Bird Electronics is the only known manufacturer of these SBE 19 CTD's units and is the only one known who calibrates and can do upgrades to these existing CTD's. Sea Bird Electronics also is the only known company who makes the SBE 43 and the SBE 27 sensor. These two sensors meet the govenrments measurement requirements. To the governments knowledge, there is no other known company that can do these upgrades and calibrations. Also, there are no outside labs that can calibrate and upgrade the 2 SBE 19 CTD's. The Seapoint turbidity and chlorophyll sensors where selected because they meet the governments measurement requirements and have value added in that the government already owns a few of these units so if one fails we can replace it with a unit from our inventory. Both the Seapoint units are made by Seapoint electronics which has a contract with Seabird electronics to provide these units. Seabird makes the interface cables needed to interface the units to the Seabird CTD's to be upgraded. To be considered interested parties must be able to demonstrate their ability to calibrate and upgrade the existing CTD's and provide the required sensors. Firms must furnish detailed specifications and descriptions to demonstrate their capability to provide the service and satisfy the Government's needs. Capability information shall include, at a minimum, name, telephone numbers and address of concerns for which you have previously furnished this supply, and detailed narrative that describes your ability to provide this supply as specified. Interested parties must respond within (7) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the only known source, Sea-Bird Electronics. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. The NAICS code is 334519. The Government intends to solicit and negotiate with only one known source. However, all proposals received within 7 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Sea-Bird Electronics, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
