- This is an annual requirement for bulk fuels (JP8 and EN590) in support of the Foreign Military Sales (FMS) program. The estimated requirements are: Turbine Fuel, Aviation (JP8), NSN: 9130-01-031-5816, Quantity: 39,300,000 USG, with options for an additional 40,500,000 USG, MIL-DTL-83133; Diesel Fuel Oil (EN590), NSN: 9140-99-910-0459, Quantity: 28,200,000 USG with an option for an additional 13,500,000 USG, I.D.F. Specification No. 7-46311793-90/13E dated December 2007. The delivery period for all products is November 1, 2009 through October 31, 2010. All delivery periods include a 30-day carryover. Fuels may be provided from any East/Gulf Coast port or the U.S. Possessions of Puerto Rico or the Virgin Islands, FOB Origin tanker only. Award is subject to the availability of funds. Tanker size is 13,500,000 of either a single product or combination of products. The solicitation will be available on the Federal Business Opportunities web site (www.fedbizopps.gov) and the DESC home page (www.desc.dla.mil). A posting notice will be sent to firms on the solicitation mailing list on the date the RFP is issued. Requests for paper copies of this RFP or the WWW posting notice must be submitted via fax to 703-767-9269, ATTN: Janet Crump/DESC-BCA, or via e-mail to janet.crump@dla.mil. Offerors are required to complete, sign and return the document entitled Offer Submission Package to the Bid Custodian as directed in the RFP. All responsible sources may submit a proposal, which will be considered. The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979.
