Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W25BD32211N021. The Mission & Installation Contracting Command - DOC, Carlisle Barracks, has a requirement for canine detection/deterrent capability in support of security awareness and anti-terrorism measures at Carlisle Barracks, for the protection of employees, visitors, information, and properties. The contractor shall be required to provide an Explosive Detection Canine capable of completing an installation wide detection/deterrent program. Responsibilities include: conducting vehicle inspections for force protection purposes at installation gate areas; conducting explosive detection sweeps of designated areas; providing canine support for VIP missions; clearing unaccompanied vehicles, packages and items discovered on or adjacent to Carlisle Barracks property, and periodically conducting roving patrols for deterrent purposes. The DOC intends to procure these services on a sole source basis with Castles K-9 Inc, 1291 Leidigh Drive, Mechanicsburg, Pennsylvania. Castles K-9 Inc is located within 8 miles of Carlisle Barracks and provides the ability for timely response to emergencies requiring force protection. NAICS code for this requirement is 561612 and the size standard is $18.5 Million. Responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Detailed capabilities may be submitted to MICC-Carlisle Barracks, Attention: Howard Barrs, 314 Lovell Avenue, Carlisle Barracks, PA 17013; e-mail: howard.barrs@us.army.mil by 4:00 p.m. 14 August 2009. All information shall be furnished at no cost or obligation to the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Telephone inquiries will not be accepted. This synopsis is not a request for bid or proposal. This is a notice of intent to award on sole source bases. This is neither a request for quotation nor an announcement of a forthcoming solicitation.
