Description
RECOVERY ACT - PRE-SOLICITATION NOTICE RECOVERY - HIGH SPECTRAL RESOLUTION, IMAGING, ULTRAHIGH VACUUM X-RAY PHOTOELECTRON SPECTROSCOPY (XPS) SYSTEM RECOVERY - THIS PROJECT IS BEING FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.704. This requirement is a re-compete of Solicitation SB1341-09-RQ-0310. The Government did not receive any technically acceptable quotations in response to the previously competed requirement. The technical requirements have been amended from the previously competed requirement. The National Institute of Standards and Technology (NIST) requires a high spectral resolution, imaging, ultrahigh vacuum X-ray photoelectron spectroscopy (XPS) system. The system must provide imaging or small spot capabilities with lateral resolution of (3 to 100) micrometers. The system must be able to load multiple samples and contain a fully automated, computer controlled sample stage for unattended analysis of multiple or gradient samples. In addition, the system must contain ion-milling capability for depth profiling, the ability to perform angle-resolved XPS, the ability to perform ion-scattering spectroscopy, the ability to perform ultra-violet photoelectron spectroscopy, and have capacity to attach an ante chamber with separate environmental control. The XPS system will be a shared user instrument that services multiple NIST projects spanning at least two laboratories and three divisions. The projects include nanoparticle measurements and standards for biomedical and health applications, including environmental, health and safety aspects of nanoparticles, nanoscale stress and strength measurements and standards, service life prediction of conventional coatings and newer nanocomposites using surface measurements on the polymer systems and their individual components (inorganic pigments and nanofillers) with weathering, including UV degradation, and nanostructure fabrication processes. The materials to be analyzed will range from so-called "soft" materials, such as organic monolayers or multilayers, biological thin films of DNA or proteins, and polymer coatings, to "hard" materials, such as metals, ceramics, and semiconductors, including those used in microelectronics, energy conversion, and microelectromechanical systems. Delivery terms shall be FOB DESTINATION. The delivery schedule shall be stated in the request for quotation. The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. This requirement is being procured using full & open competition. This requirement is not set-aside for small business. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to todd.hill@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation immediately after the date of publication of this notice.
