Description
The Federal Emergency Management Agency (FEMA), Mt. Weather Emergency Operations Center (MWEOC), Mt. Weather, VA intends to negotiate, on a sole source basis, with the Primary Entry Point Administrative Counsil (PEPAC), a non-profit organization, to provide Operation and Maintenance (O&M) support to the FEMA Integrated Public Alert and Warning System (IPAWS) Primary Entry Point (PEP) Program. This is a continuation of work performed by PEPAC under a grant previously issued by FEMA. PEPAC shall provide O&M and program management support services for the PEP Program to include maintenance of emergency generators and fuel systems installed at commercial radio stations that participate in the PEP Program. Activities included in this support effort are: Project Management; Backup generator and fuel system maintenance; Related permits and registration fees; Fuel system monitoring systems; Fuel replenishment; Emergency equipment repairs; and Planning and coordination with FEMA. Interested parties may respond by identifying their capability to provide the required O&M Support to include descriptive literature and pricing. The Government anticipates a period of performance of a base 12 month period, with 4 one year options. Responses shall be sent via email to Sandra.bucher@dhs.gov and must be received no later than 12:00 Noon/EST, 09/04/2009. This is not a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. NAICS Code is 561790.
